Mayor Blackman declared oral communications open from the audience.
Jean Dorr, 231 - 6th Street, spoke in support of the purchase of the
portable bandstand for local band use. There were no other oral
communications; Mayor Blackman declared oral communications closed.
ADJOURNMENT
Holden moved, second by Krede11, to adjourn to Saturday, June 12th
at 9:00 a.m. for further budget s~udy.

WEST ORANGE COUNTY HOT LINE .
The City Manager stated that the representative from the West
Orange County Hot Line was'not present and requested that this
item be 'held over. It was 'the consensus of'tneCouncil to hold
this item over as requested.
CHAMBER OF COMMERCE
A request from the Chamber' of Commerce was receiyed by' Council.
Councilman Gray stated that he wished to speak to the matter
from the flood and did so by urging support in the amount of
$5,000 for a Chamber of Commerce properly maintained and utilized
I
as the front door to the City'and suggested that the funds be
utilized for a "Pride Committee" within the Chamber of Commerce
structure. At the request of Councilman Laszlo, the City Manager
verified that $1,000 had been allocated for maps of the City that
the Chamber of Commerce was preparing at this time and should be
available soon.
Gray moved, secorid by Laszlo, to allocate $5,000 for the promotion
of a City "Pride Committee" within the Chamber of Commerce structure
and that payment should be made in 1/12th 'increments. '

REQUEST FOR ADDITIONAL VEHICLE - FIRE DEPARTMENT
Fire Chief, Ron Adams, stated that a recent incident had rendered
a Fire D~partment vehicle inoperable and requested that the
Council include within the Vehicle Depreciation Fund replacement

Holden moved, second by Kredell, to authorize the necessary funds
from the Vehicle Depreciation Fund to replace the Fire Department
vehicle.

PARAMEDICS
Fire Chief Adams reported on the cost of a paramedic program for
Seal Beach and requested that a decision be made regarding the
paramedic training program as the deadline for participation
with Orange County is June 14th. Lengthy d.iscussion followed,
regarding costs, utilizing the Orange County paramedic services
and alternatives, for funding. a City operated paramedic program.
Kredell moved, second by Laszlo, that,the City Manager contact.
the County for a study to provide Seal Beach with a ~ounty
paramedic service. Discussion followed.
Gray moved, second by Holden, to amend the motion, that the City

Manager be directed to advise the County of this city's non-. .
participation this year in the'paramedic tr~ining p~gram.

ANIMAL CONTROL
Mr. Gaudio, Assistant to t~e City Manager, presented an in-depth
report of the ani,mal control service for the next fiscal year.

Councilman Gray commended Mr, Gaudio for his plan. for animal
control but expressed' concern regarding costs and moved that the
license fees be increased by $2 for unaltered animals and $1 for
altered animals. Councilman Holden seconded the motion.. Discussion
followed.

Mayor Blackman declared a recess at 11:21 a.m. The meeting reconvened
at 11:30 a.m. with Mayor Blackman calling the meeting to order.
PAYROLL BURDEN
Mr. Little, Assistant to the City Manager, presented his report on
the payroll burden of the City stating that the proposed budget
reflect'ed a 6% increase 'overall. Discussion followed.' There
was no acti'on taken on this' item. ' '

TRANSPORTATION
Mr. Little, Assistant to, the City Manager, presented his report
on the progress of negotiations for the Orange County Transit
District Route 50 to replace the present City bus system and .
requested that the Council authorize an additional $19,500 to
continue the City bus service to February 1, 1977 with the
Long Beach Public Transportation, with the stipulation that if
the O.C.T.D. began their service sooner those funds would not
be needed.
It was the order of the Chair with consent of Council members
present to continue the City bus service with L.B.P.T. and
appropriate $19,500 for that purpose until February 1st as
requested.
Mr. Little also reported on the beach buggy service. Holden
moved, second by Laszlo, to continue the Beach Buggy Service
at a cost of $3,500.

It was the consensus of the Council to leave the appropriation
in the Transportation Budget for senior citizen subsidy until
a 'full study had been made to justify a change.

CAPITAL PROJECTS
Mr. Halldin, City Engineer, presented an over-view of the proposed
capital projects and justification for same, Councilman Kredell
expressed concern over beach sand erosion and noted that there

was no provision for such project in the budget this year. No
action was taken on this item.
REDEVELOPMENT AGENCY
Mr. Courtemarche, City Manager, stated that the Redevelopment
Agency budget would be presented to the Agency on June 28 and
that he had no further items to be presented at this time,
