Closed noon to 1:00 p.m. AGENDA STAFF REPORT STUDY SESSION DATE: April 20, 2011 TO: Hororable Chairwoman and Planning Commission THRU: Mark Persico AICP, Director of Development Services FROM: Sean Crumby, PE Director of Public Works SUBJECT: STUDY SESSOIN - MARINGA PARK EXPANSION AND PROPOSITION 84 GRANT APPLICATION SUMMARY OF REQUEST: It is requested the Planning Commission conduct a study session to provide input regarding the preparation of a Grant Submittal for expansion of Marina Park. BACKGROUND: In 2006 the voters of the State of California approved Proposition 84. This ballot measure appropriated $5.39 billion to the state for various purposes including water quality, resource protection, and park improvements. In the fall of 2009 the state opened grants ($184 million) related to development of new parks. The deadline for that opportunity was March 1, 2010. In September of 2010 the State announced that a second call for grants would be awarded. In preparation of the grant opportunity on October 10, 2010 the City of Seal Beach awarded a professional services agreement to the firm of Carrier Johnson + Culture to prepare a grant application. On January 25, 2011 the State of California formally announced a second round of grants will be administered. The state has announced that $184 million will be available for award with a deadline for grant submittal set at July 1, 2011. The grant can range up to $5.0 million for each individual project and requires no city matching contribution. The first round the state allowed 8 months for grant preparation. This second round of grant only allotted 5 months for the preparation of the grant application. One of the components included with preparation of this grant application is having public meetings to determine the amenities included with the park. Towards that end the City will be conducting a total of nine workshops /public meetings. The first six meetings were workshops that were designed to solicit input from the community. During the seventh meeting the team presented three conceptual designs based upon the input from the previous meetings. The three Agenda Item Page 2 conceptual alternatives are attached to this staff report. The community reviewed the conceptual alternatives and preferred one of the options with several modifications. A presentation will be made to report the process and four concepts. FINANCIAL IMPACT: The preparation of the grant has already been budgeted and was approved by the Redevelopment Agency on October 10, 2010. The city will be applying for a Proposition 84 Grant in the amount of $5.0 Million. If approved, the City will enter into negotiations with the property owner and bring forward detailed financial analysis prior to commencing with any project. ANALYSIS: For this park the City has identified the 4.5 acre property located at 151 Marina Drive. After completion of the final two public meetings the professional grant writer and park developer will complete the grant application package. It is anticipated that this package will be presented to the City Council in the summer of 2011. RECOMMENDATION: It is requested the Planning Commission conduct a study session to provide input regarding the preparation of a Grant Submittal for expansion of Marina Park.
