SUBJECT: AWARD PROFESSIONAL SERVICES CONTRACT FOR
CITY OF SEAL BEACH, ADVANCE TRAFFIC
MANAGEMENT SYSTEM CIP # 50011
SUMMARY OF REQUEST:
The proposed action will award a professional services contract for the Advance Traffic
Management software to the most responsive consultant, BI Tran Systems, Inc., and
authorize the City Manager to execute a contract with BI Tran Systems, Inc.
BACKGROUND:
The project will implement a master traffic signal system for controlling and monitoring
citywide traffic signals. The contract to BI Tran Systems, Inc. will consist of software
license agreements, integration, and technical and maintenance support and is the final
phase of project 50011.
The main purpose for deploying the master traffic signal system is to enhance mobility
along major corridors, to reduce delay, improve air quality, to monitor signal status, and
to adjust timing from a central location. The project will allow the Engineering
Department to respond quickly and effectively to any traffic signal situation.
The signal system will monitor current interconnected intersections along arterial
corridors and can expand as more interconnected corridors are developed. Currently,
Seal Beach Boulevard from Bolsa Avenue to Beverly Manor Road is interconnected and
several modifications have been made to improve flow. With the new software in place,
these changes can be implemented and reviewed from the City Yard.
Three qualified proposals were received by the Engineering Department on Wednesday, '
October 30, 2002. Consultant proposals were evaluated and BI Tran System emerged as
the top candidate. Their qualifications, experience, and references indicate that they are
well qualified. In addition, they have completed several similar projects for neighboring
cities.

Staff has negotiated costs with Bi Tran Systems and their firm can perform the work
within project budgets set forth in the approved Capital Improvement Program and the
Engineering Division's internal budget. Prior to starting any work, the consultant will
submit a detailed task order scope, schedule, and overall project estimate as well as a not
to exceed cost. No work shall begin until written approval by the Director of Public
Works.
FISCAL IMPACT:
Funds are available from competitively secured Measure M funds in the Capital
Improvement Program in Project 50011. The total project budget including design,
inspection, administration, and construction and implementation is $550,000.
RECOMMENDATION:
1. Award the professional services contract for the Advance Traffic Management to
the most responsive consultant, BI Tran Systems, Inc. and authorize the City
Manager to execute the contract with BI Tran Systems, Inc.
