SUBJECT: Negotiations — Benefit Revisions
SUMMARY OF REQUEST:
With the adoption of the attached four resolutions, Council will approve benefit changes
for Management/Mid - Management group, Confidential, Supervisory, Professional and
Technical employees, Orange County Employees Association and the PT Winter Crew
Lifeguards.
• BACKGROUND:
The City met with all non -sworn employees to discuss wages and benefits for this fiscal
year. Facing severe economic constraints, no salary increases were given. However, the
following changes to benefits were agreed upon for Management/Mid- Management
Employees, Orange County Employees Association, the Confidential, Supervisory,
Professional & Technical Employees:
1) Increase in health caps by 25% effective January 1, 2003 to defray the costs of
skyrocketing medical contribution rates for calendar year 2003. (Example:
for OCEA members, single party'increases from $266 per month to $333 per
month, 2-party cap increases from $439 /month to $550 /month and family plan
increase from $574 /month to $720 /month)
2) Increase City contribution to deferred compensation plan for
Management/Mid- Management, and Confidential, Supervisory, Professional
& Technical groups and to introduce the plan to OCEA with a city -paid
contribution.
3) Bonus Holidays — Closure of City Hall /Corporation Yard from December 23,
2002 through and including January 1, 2003 in lieu of salary increases.
4) For employees electing to waive medical and dental insurance, a $250 /month
stipend will be given, if certain criteria is met.
In addition, a voluntary 2 -year additional retirement service credit is being offered to all
eligible members of the above groups. This program speeds up retirement, positions
remain vacant and agencies realize a cost - savings based on unfilled positions. Should
eligible individuals participate, Council will consider at a future meeting.

Wages / Benefit Changes — OCEA, CSPTE, Mgmt/Mid- Mgmt/PT Winter Crew
For Part -Time Winter Crew Lifeguards, the City is offering partial benefits to
lifeguards that exceed 1,000 hours in a fiscal year. It has been the City's policy to keep
part-time positions to less than 1,000 hours in a fiscal year. A small group of lifeguards
continue employment during the off season on the winter crew and may exceed the 1,000
hour threshold. Offering partial benefits to those part-time employees provides incentive
for experienced lifeguards to remain with the City during off - season hours. Those
eligible guards will receive Holiday Pay at $24.92 for certain identified holidays and the
City will contribute $10 per payroll period into the City's deferred compensation plan
upon election by the employee.
FISCAL IMPACT:
Estimated benefit increases for Management/Mid- Management - $13,235; Confidential,
Supervisory, Professional & Technical Employees - $10,230, Orange County Employees
Association - $22,443 and PT Winter Crew Lifeguards - $9,920. A budget amendment
will be considered by Council in January to reflect these increased costs.
RECOMMENDATION:•
That Council adopt the Proposed Resolutions (attached) establishing benefits for Orange
County Employees Association, Confidential, Supervisory, Professional & Technical
Employees, Management/Mid- Management Employees and PT Winter Crew Lifeguards
