Bahorski, City Manager FROM: Mac Cummins, Associate Planner /Special Projects Manager SUBJECT: Receipt of "Car Show" Special Event Permit Application SUMMARY OF REQUEST: Provide direction and input as deemed necessary by the Council. Receive and file Staff Report. BACKGROUND: In the fall of 2001, the City Council passed an ordinance which requires events which involve street closures to obtain a "Special Event Permit." The procedure for these events is a staff level application and staff approval or denial. Staff is preparing the necessary approval with conditions, but would like any input the City Council would like to provide. The City is envisioning a very similar event to what has happened in past years, given the application package submitted to the City. The only material change is that the Car Show will be placing vehicles in the middle of Main St. in a "back to back" fashion. The street will have an emergency isle. The essential request is: "To close down Main St. for the annual Car Show. Parking spaces will be rented to persons wishing to display their automobile. Portions of Electric Ave. & Central Ave. will be utilized as well. The event will also include live music and food vendors, as described on the plans (located at City Hall for review by interested persons). Event hours are proposed to be from 10 AM to 3 PM." The date of the proposed event is April 27, 2003. Some time ago, the City received a petition regarding the Car Show. Staff notified all of the people who signed that petition of this item being on the Council's Agenda this evening. FISCAL IMPACT: None. We have signed this letter in the hope that the council will honor our request to not grant a permit to the Chamber of Commerce or any other organization that will allow Main Street to be closed so that a Car Show can be held. Many people assume that the car show is good for the business on Main and we want you to know that is not the case. Many business locations lose money on the day of the car show. These losses are not limited to just a particular business but includes retail and restaurants. Some stores report sales being off by more than 50% from a normal Saturday. Some report higher losses. We understand that the Car Show provides income to pay for the salary of the Chamber Staff, we just wish that it wasn't at the expense of business `s that produce sales tax revenue for the city and as you know, tax revenue is a major budgetary concem for all cities. Why continue to support events that reduce tax revenues? We respectfully request that the council support our request to have the car show moved off of Main Street. Possible locations would be Electric Ave, Ocean blvd or perhaps a deal could be struck with Boeing to use their parking lot. In the past the Chamber staff has said that since next years show is pre -sold they could not move it to a new location. In reality, all they would need do is send a letter to those who have signed up for next year indicating a change in venue and offer them a refund should they choose to not participate. If the council cannot grant us this simple request, then perhaps they should offer some form of monetary relief to the business's on Main such as a major reduction in license fees or other compensation. We have asked to have it added to the agenda very early due to a petition that was created about 6 months ago. Since the petition, we have had 2 "Main Street Business Concerns" meetings with the petition signers and have come up with a viable solution we feel will work for everyone: we will be parking the cars in the middle of the street, freeing up the sidewalk space in front of the stores and moving the flow of traffic to the sides of the streets so the businesses can be seen. We will also (for the 1st time) provide a shuttle service to help with parking issues on this busy day. During the 2 Main Street Concerns meetings we held, the businesses agreed that they liked the idea of moving the cars and would try this new concept for 2003.
