SUBJECT: DISADVANTAGED BUSINESS ENTERPRISE PLAN
SUMMARY OF REQUEST:
The proposed action will approve a resolution approving the Disadvantaged Business Enterprise
Program for Federal fiscal year 2002/2003.
BACKGROUND:
As a condition to receive Federal funding, the City of Seal Beach has prepared a Disadvantaged
Business Enterprise (DBE) Program in accordance with the Department of Transportation
(DOT). The City has established a goal of 5.5% DBE participation for this program.
Each year the City must submit a DBE Program defining their goal for funding participation and
this enables the City to receive Federal Assistance from DOT. As a condition of receiving this
assistance, the City will sign an agreement that it will comply with Title 49, Part 26 of Federal
Regulations.
Accordingly, the Seal Beach DBE Plan-2003 was prepared and includes the target goal of 5.5 %
for all Federal Assisted Projects.
FISCAL IMPACT:
Funding available for Federal financial assistance projects is directly related to passage of this
resolution. In addition, passage of the DBE is necessary for the City to receive Federal/Disaster
relief funds in the event of an emergency.

RECOMMENDATION:
Staff recommends that the City Council approve the City's DBE plan, adopt the attached
resolution and approve its submittal to Caltrans.
