Dancs, Director of Public Works SUBJECT: RECEIVE AND FILE - DIRECTIONS 2030 PLAN OCTA'S LONG -RANGE TRANSPORTATION PLAN SUMMARY OF REQUEST: Receive and file staff report for the OCTA's Long -Range Transportation Plan "Directions 2030" and authorize the City Manager to submit formal comments to OCTA. • BACKGROUND: OCTA serves as the County Transportation Commission, which plans and funds transportation projects, and operates transportation services in Orange County. OCTA is required to prepare a long -range transportation plan to be consistent with the South Coast Air Basin, a federal air quality non - attainment area. Projects must be included in the regional conformity analyses that are initiated by the Southern California Association of Governments for the Regional Transportation Plan (RTP). The purpose of including these projects on the RTP is to qualify for federal funding and be eligible to receive environmental approvals. Direction 2030 Plan Summary: The plan addresses countywide near -term and long -range transportation improvements. It is divided into freeway and toll road enhancements, local roadway improvements, bus transit, rail transit, and bikeways. The projects that impact the City of Seal Beach are described below. Freeway Balanced Plan • I -405 Auxiliary Lane: adds an auxiliary lane from Beach Boulevard to I -605. • I- 405/SR -22/I -605 HOV to HOV Connector: add HOV connectors from the I- 405/SR-22 Freeway to I -605. • I -405 Commuter Rail Project: adds a commuter rail line in the middle of I -405 from Irvine Center Drive to I -605. Agenda Item 4/ Freeway Preferred Plan • I -405 General Purpose Lanes: adds a general - purpose lane from Beach Boulevard to I -605 instead of the auxiliary lane. Impacts These projects are proposed in the years 2020 for the HOV connectors and 2030 for the auxiliary lanes and commuter rail system. Each project will require the widening of the I- 405 freeway through Seal Beach. The associated impacts may include right -of -way acquisition of Navy and possible private residential property. Local Roadway Plan • First Street extension North: is depicted as a 4 -lane facility across the Hellman Property. • Edinger extension to PCH: is depicted as a 4 -lane facility across Anaheim Bay. • Bolsa Avenue from PCH to Seal Beach Boulevard: is depicted as a 4 -lane facility. Currently is a 2 -lane facility. • Electric Avenue from Marina Drive to Seal Beach Boulevard: is depicted as a 4- lane facility. Currently is a 2 -lane facility. • Seal Beach Boulevard from Electric Avenue to PCH: is depicted as a 4 -lane facility. Currently is a 2 -lane facility. • Seal Beach Boulevard from Beverly Manor Road to Old Ranch Road: is depicted as a 6 -lane facility. Currently is a 4 -lane facility. • Pacific Coast Highway from West City Limits to Warner Avenue. • Marina Drive from West City Limits to Pacific Coast Highway. • Seal Beach Boulevard from Westminster Avenue to Old Ranch Road. Impacts The City is coordinating the deletion of First Street and Edinger Avenue from the MPAH Program. The Bolsa Avenue, Electric Avenue, Seal Beach Boulevard and Pacific Coast Highway segments will require private and Navy right -of -way affecting residents and businesses. Local Bikeway Plan • A Class I facility is proposed along the beach from Electric Avenue to First Street. • A Class II facility is proposed for Westminster Avenue from Seal Beach Boulevard to East City Limits. • A Class II facility is proposed for Seal Beach Boulevard from Lampson Avenue to Rossmoor Center Way. • A Class II facility is proposed along Lampson Avenue from Basswood to Seal Beach Boulevard. Impacts The Class I facility along the Beach from Electric Avenue to First Street is not included in the City's General Plan, Circulation Element and will require California Coastal Commission approval. Agenda Item FISCAL IMPACT: Unknown fiscal impacts to the City for associated projects included within this report.
