Bahorski, City Manager FROM: Pamela Arends -King, Director of Administrative Services/Treasurer SUBJECT: Award Professional Services Agreement for Information Technology Infrastructure and Consulting Services SUMMARY OF REQUEST: Staff requests City Council award a professional services contract for information technology and consulting services agreement for one year to WHIPSYS Inc. and authorize the City Manager to execute the agreement and approve budget amendment 03- 11 for FY 2002/03 and approve budget amendment 04 -01 for FY 2003/04. BACKGROUND: The City's reliance on computers and an integrated computer network has increased significantly over the years. Currently the City' s network is stable and over the past fourteen months was basically redesigned to achieve stability. Due to the current economic situation in the technology industry, staff sent Requests for Proposals to several information technology firms to determine if the City could receive qualified professional services for a better value. Three staff members and two independent individuals interviewed several firms; the most favorable firm, based on qualifications and costs, was WHIPSYS Inc (Wireless High - Speed Internet Systems, Inc). WHIPSYS Inc. is located in Covina, California. Their staff is educated in information systems and a majority of the employees are Windows certified and CISCO certified or both. The firm will be providing the City with services five days a week instead of three days a week that it is currently receiving. The attached service agreement describes the services WHIPSYS Inc. will provide. Among the services listed in the agreement of what the firm will be providing the City are: assisting in the core network designs; planning, installation and configuration for new and existing network infrastructure including but not limited to firewalls, engineering, maintaining, upgrading, monitoring and installing the best information technology security policies and practice for the City's network infrastructure. The firm will also provide access level network maintenance; relocate, support and upgrade existing network servers, workstations, desktops, police car mobile computer systems, laptops and peripherals. al - P November 12, 2002 Information Technology Professional Service Agreement FISCAL IMPACT: WHIPSYS Inc. will provide the City 40 hours of on -site services each week. The monthly fee for the 40 hours on -site services is $8,400. Currently the City is receiving 24 hours a week for information technology support at a rate of $8,000 per month, therefore the contract with WHIPSYS Inc will provide an additional 16 hours of service a week for an extra $400 per month. Services required in addition to the 40 hours a week would be $120 per hour with a minimum of four hours. Total increase in the General Fund's fiscal year 2002/03 budget for WHIPSYS Inc.'s services is $2,400. The estimated fiscal year ending undesignated general fund balance for fiscal year 2002/03 is $4,750,753. Approval of this budget amendment will decrease the estimated ending undesignated fund balance by $2,400 to $4,748,353. The estimated fiscal year ending undesignated general fund balance for fiscal year 2003/04 is $4,436,903. Approval of this budget amendment will decrease the estimated ending undesignated fund balance for fiscal year 2003/04 $2,000 to $4,434,903. RECOMMENDATION: Staff recommends Council award the professional service agreement for information technology and consulting services for one year to WHIPSYS Inc. and authorizes the City Manager to execute the agreement.
