SUBJECT: Renewal of the AMPCO System Parking Contract for the
Beach parking lots.
SUMMARY OF REQUEST:
Staff requests City Council renew the automation and beach parking revenue collection
contract with AMPCO System Parking Inc. for a period of two years and authorize the
City Manager to execute the agreement.
BACKGROUND:
To establish control and accountability over the collection of the cash received from
beach parking and to eliminate potential liability issues due to automobiles driving under
the pier to get to the 10 street parking lot the City contracted with AMPCO System
Parking Inc. to manage the collection of the beach parking revenues through a "park and
pay" turnkey system. This system allowed the 10 street lot to be opened to the public
and the ability for automobiles to drive under the pier was eliminated.
AMPCO System Parking Inc. has been very responsive to the various issues that have
come up over the past year in regards to the "pay and park" turnkey operation such as
increase in signage, maintenance of the machines, audit ability of revenues collected and
timely payments to the City. To enhance beach parking lot services an additional "pay
and park" turnkey machine will be placed in the 10 street and 1St street lots. Staff is
very pleased with the service the Company has provided.
There are four beach parking rate schedules. The "early bird" rate from 6:00 a.m. to
10:00 a.m. is $2. From 10:00 a.m. until 6:00 p.m. the rate is $3 for two hours. The "late
bird" rate from 6:00 p.m. to 10:00 p.m. is $2 and for all day parking the rate is $6. With
the "Pay and Park" turnkey machines customers can pay for parking with cash, a credit
card or a debit card.

Renewal of the AMPCO System Parking Contract for the Beach Parking Lots
FISCAL IMPACT:
The first year of the contract guarantees the City will receive a minimum of $200,000 in
beach parking revenue and 65% of beach parking revenues in excess of $275,000. The
second year of the contract guarantees the City will receive a minimum of $200,000 in
beach parking revenue and 75% of beach parking revenues in excess of $250,000. The
gross beach parking revenue from November 1, 2001 to October 31, 2002 was $305,214.
The City received a minimum of $200,000 and 65% of revenue in excess of $300,000
totaling $203,389. If the annual gross beach parking revenues remain at $305,000 the
City will receive a total of $219,500 for the first year and $241,250 for the second year.
RECOMMENDATION:
Staff recommends Council renew the contract with AMPCO System Parking Inc. for the
term of two years and authorize the City Manager to execute the agreement.
