SUBJECT: PUBLIC HEARING AND APPROVAL OF URBAN
WATER MANAGEMENT PLAN UPDATE - 2002
SUMMARY OF REQUEST:
The proposed City Council action will hold a public hearing and approve and adopt the
City's Updated Urban Water Management Plan-2002 which has been required by the
recent additions to the California Water Code, and the comments received from
California Department of Water Resources (DWR) on the Year 2000 Plan.
BACKGROUND:
California Water Code Division 6, Part 2.6 (Urban Water Management Planning)
requires each urban water supplier to prepare at five year intervals an Urban Water
Management Plan (UWMP) describing the service area, including the demographic
factors, water sources, reliability planning, water use provisions, supply and demand
comparison provisions, and water demand management measures and submit the plan to
DWR.
Accordingly, Seal Beach Urban Water Management Plan-2000 was prepared and adopted
by the City Council on May 29, 2001. The Plan included as water demand management
measures the sixteen Best Management Practices (BMPs) adopted by California Urban
Water Conservation Council (CUWCC) that were also approved by the Council at the
time of authorization of the Orange County Sanitation District Cooperative Projects
contracts.
Recent legislation requiring an updated UWMP and the review comments received from
DWR necessitated updating of the UWMP -2000. The updated Plan includes detailed
discussion on the Groundwater Basin Management and current Basin conditions; updated
demand figures and reliability comparisons; discussion on wastewater collection and
treatment; and detailed discussion on feasibility and availability of recycled water in the
City service area.

FISCAL IMPACT:
Ongoing costs associated with this plan are expended under the current Water Operations
Enterprise Fund. There is no additional fiscal impact.
RECOMMENDATION:
Staff recommends that the City Council hold a public hearing and adopt the City's
Update of Urban Water Management Plan -2002 and approve its submittal to DWR.

NOTICE IS HEREBY GIVEN that the City Council of the City of
Seal Beach will conduct a public hearing on Tuesday,
November 12", 2002 at 7:00 p.m. in the City Council
Chambers, 211 — 8" Street, to consider an amendment to the
City's Urban Water Management Plan - 2000, adopted by the
City Council on May 29th, 2001. In accordance with recent
legislation the updated Plan 2002 includes detailed
discussion on Groundwater Basin Management, current Basin
conditions, updated demand figures and reliability
comparisons, discussion of wastewater collection and
treatment, and discussion of feasibility and availability of
recycled water in the City service area. At the above time
and place all interested persons may be heard if so desired.
Written comments may also be submitted and should be
addressed to the City Council c/o the City Clerk, City Sall,
211 - 8th Street, Seal Beach, and such comments should be
received prior to the hearing date. If the proposed actions
are challenged in court, you may be limited to raise only
those issues you or someone else raised at the public
hearing described in this notice, or in written
correspondence delivered to the City Clerk at or prior to
the public hearing.
