Crumby P.E., Director of Public Works SUBJECT: 2011 STREET TREE MASTER PLAN - PROPOSED AMENDED LANGUAGE SUMMARY OF REQUEST: It is requested that the City Council discuss the proposed language change to the 2011 Street Tree Master Plan and provide direction to staff. BACKGROUND AND ANALYSIS: In April 2009 the City began the process of updating the Street Tree Master Plan. The plan was prepared and presented to the City's Tree Advisory Board on three occasions, and discussed in City Council Study Sessions on two occasions. After much work the plan was adopted on April 28, 2011. During the City Council meeting on April 11, 2011 a recommendation was made to amend page 5 of the 2011 Street Tree Master Plan with the following: (b) Vacancies "By the City adopting this report it expresses that the City desires to plant trees within all available vacancies in the public right of way. If a residential property owner in the City desires not to have a tree planted in front and /or side of their property, the City will not plant a tree. When the City provides written notice to a residential property owner of the City's desire to plant a tree, the residential property owner shall provide a written request to the City Director of Public Works stating not to plant a tree in the public right of way in front and /or side of their property. The request will then be heard at the next available Tree Advisory Board meeting (typically within (60) sixty days). The City will provide the residential property owner a written response within (10) ten business days after the Tree Advisory Board meeting." Agenda Item A Page 2 This change to the 2011 Street Tree Master Plan will modify the actions of the Street Tree Planting Program to involve sending a letter to every resident prior to planting of a tree. It is the intent of the 2011 Street Tree Master Plan to serve as a policy document that announces that the City will plant trees in all available planting opportunities throughout the City. These planting opportunities lie predominantly within parkways. The strategy historically has been to plant trees on streets as they are repaved. The City has not traditionally sent individual letters to each resident prior to planting of trees, but rather relied on a policy that announced trees will be planted in vacant opportunities. If a resident expresses that they do not desire a tree, then that tree will be moved to another vacancy while the contractor is still in construction. This has typically happened the day after the planting. ENVIRONMENTAL IMPACT: None with this action. FINANCIAL IMPACT: None with this action. RECOMMENDATION: It is recommended that the City Council discuss the proposed amended language to the 2011 Street Tree Master Plan and provide direction to staff.
