I AGENDA AMENDED Holden moved, second by Laszlo, to amend the agenda to include a presentation from Mr. Ed Just of the Santa Ana River Flood Protection Agency. AYES: Blackman, Gray, Holden, Kredell, Laszlo NOES: None Motion carried PRESENTATION - FLOOD PROTECTION AGENCY Mr. Ed Just, Santa Ana Flood Protection Agency, informed the Council of the passage by Congress last week of the Omnibus Bill which authorized the Santa Ana River Flood Protection Project. Mr. Just also suggested that this Council be represented at the National League of Cities Conference in Washington, D. C. in March of next I year for a consorted effort in requesting Congress to appropriate funds for this project. Mr. Just expressed appreciation to various legislators and members of the Seal Beach City Council, past and present, for their efforts supporting this legislation. Mayor Blackman and the Council thanked Mr. Just for attending the meeting. . _ lO-ll-76 JJ ..'.. ~ "P ORDINANCE NUMBER 100l - ANNEXATION 76-1 Ordinance Number 1001 was presented to Council for first reading by title "AN ORDINANCE OF THE CITY OF SEAL BEACH APPROVING THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY TO THE CITY OF SEAL BEACH, CALIFORNIA, ANNEXATION 76-l." By unanimous consent, full reading of Ordinance Number 100l was waived. Laszlo moved, second by Kredell, to approve the introduction of Ordinance Number 100l and that it be passed to second reading. AYES: Blackman, Gray, Holden, Kredell, Laszlo NOES: None Motion carried 1 I I 10-11~ 76 -, , RESOLUTION NUMBER 2604 - ESTABLISHING SALARY RATE - FIRE DEPARTMENT Resolution Number 2604 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ( A CHARTER CITY, ESTABLISHING SALARY RATES, A SALARY AND WAGE I SCHEDULE, AUTHORIZING THE IMPLEMENTATION OF CERTAIN EMPLOYEE BENEFITS FOR THE FIRE DEPARTMENT, AND REPEALING, ON THE EFFECTIVE DATES SPECIFIED, ALL RESOLUTIONS IN CONFLICT THEREWITH." By unanimous consent, full reading of Resolution Number 2604 was waived. Councilman Laszlo stated that he had requested this resolution be held over to this meeting for further study and so that the full Council would be present. Gray moved, second by Blackman, to adopt Resolution Number 2604 as presented. Mr. Richard Criser, of Silver & Streller and associate of Mr. Silver, spoke on behalf of the Fireman's Association and opposed the proposed resolution and compared wages and benefits of the Seal Beach Firemen's I Association with other Net Six cities. Discussion followed. AYES: Blackman, Gray, Holden, Laszlo NOES: Kredell Motion carried RESOLUTION NUMBER 2605 - TENTATIVE TRACT MAP 9458 Resolution Number 2605 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH CONDITIONALLY APPROVING TENTATIVE TRACT MAP 9458." By unanimous consent, full reading of Resolution Number 2605 was waived. Mr. Neprud, Planning Director, presented the staff report and noted that the City Council at their September 13 meeting referred this matter back to the Planning Commission and Environmental Quality Control Board for further study and reviewed the recommendations of the EQCB and the Commission for the Council. Lengthy discussion I followed with Mr. Neprud responding to questions from members of the Council. Laszlo moved, second by Kredell, that a complete Environmental Impact Report be prepared prior to further consideration of the proposed project. Approved the minutes of the regular meeting of September 27, 1976 as presented. B. Approved regular demands numbered 20916 through 21101 in the amount of $69,67l.07 and payroll demands numbered l6626 through 16876 in the amount of $104,140.33 as approved by the Finance Committee and that warrants be drawn on the Treasury for the same. C. Received and filed Resolution No. 75-76 from Orange County Housing Authority supporting Proposition-I: Proposed Addition of Part 4 to Divison 31 of the Health and Safety Code; Housing Finance Bond Law of 1975. D: Denied claim of Chester R. Kyle for personal property damage and referred same to the city's insurance carrier. AYES: Blackman, Gray, Holden, Kredell, Laszlo NOES: None Motion carried REPORT - SURFSIDE WATER SYSTEM IMPROVEMENTS Mr. Halldin, City Engineer, reported that Council had authorized certain improvements to the Surfs ide water line for increase in fire flow contingent upon the City of Huntington Beach installing a large valve in the Surfs ide line. Mr. Halldin stated that Huntington Beach indicated their approval of said installation upon completion of an overall study of the water system and requested authorization for the Public Works Department to proceed immediately with the improvements in fire flow for this I I I 10-11-76 J '. . City. Gray moved, second by Laszlo, to authorize the Public Works Department to proceed with the improvements to the Surfs ide Water System as requested. AYES: Blackman, Gray, Holden, Kredell, Laszlo I NOES: None Motion carried REPORT - BEACH SAND EROSION Mr. Halldin, City Engineer, presented his report and requested authorization to submit a beach sand replenishment project under the Public Works Employment Act of 1976. Mr. Halldin also noted that a permit would be required from the Coastal Commission for this project. Kredell moved, second by Gray, to authorize the City Engineer to submit application for inclusion of the beach sand replenishment project under the Public Works Employment Act of 1976. AYES: Blackman, Gray, Holden, Kredell, Laszlo NOES: None Motion carried Mr. Halldin further reported that the engineering firm of Moffatt & I Nichol had prepared a letter to the United States Corps of Engineers inquiring as to the status of a beach sand erosion study as directed by the Congress in 1974 and in an attempt to secure expended funds from the Department of the Army for said study. Holden moved, second by Kredell, to authorize the Mayor to sign the letter to the Corps of Engineers as prepared by Moffatt and Nichol and that additional copi~s of said letter be sent to our elected representatives in Washington. AYES: Blackman, Gray, Holden, Kredell, Laszlo NOES: None Motion carried COUNCIL REPORTS and REQUESTS Councilman Gray discussed the ballot measure regarding paramedics I and stated that citizens were requesting additional information regarding this issue and requested that the local media provide more data to the voters on this matter. Mr. Gray also suggested that the Chamber of Commerce sponsor demonstrations by paramedic units at local shopping areas and for interested organizations. Mayor Blackman stated that he has received calls regarding campers ,~lO-ll~76 /10-26-76 ... .). parked on city streets and requested that the staff investigate the feasibility of a parking center for recreational vehicles in the City and report their recommendations to the Council. ORAL COMMUNICATIONS Mayor Blackman declared oral communications open from the audience. Gilbert Nelsen, 1001 Seal Way, quoted from a newspaper article regarding recent crimes in the city and voiced his complaint about the Police Department procedures. Mr. Nelsen also requested information regarding legal fees spent this year. There were no other oral communications; Mayor Blackman declared oral communications closed.
