Seal Beach, California January 25, 1977 The City Council of the City of Seal Beach met in regular adjourned session at 6:00 o'clock p.m. with Mayor Blackman calling the meeting I to order with the Salute to the Flag. ROLL CALL Present: Mayor Blackman Councilmen Gray, Krede11, Laszlo Absent: None Vacancy: One Also present: Mr. Courtemarche, City Manager WAIVER OF FULL READING Gray moved, second by Laszlo, to waive the reading in full of all ordinances and resolutions, and that consent to the waiver of reading shall be deemed to be given by all Council members after reading of the title unless specific request is made at that time for the reading of such ordinance or resolution. I AYES: Blackman, Gray, Kredell, Laszlo NOES: None VACANCY: One Motion carried APPOINTMENT - COUNCILMANIC DISTRICT FIVE Laszlo moved to appoint Proctor Weir as Councilman, District Five, to fill the vacancy for the unexpired term ending May, 1978. Councilman Gray seconded the motion. AYES: Blackman, Gray, Laszlo NOES: Kredell VACANCY: One Motion carried ORDINANCE NUMBER 1009 - ANIMAL LICENSES and FEES Ordinance Number 1009 was presented to Council for first reading by I title "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING CHAPTER 3, ANIMALS AND FOWL, ARTICLE III, ANIMAL CONTROL, OF THE CODE OF THE CITY OF SEAL BEACH, BY AMENDING SECTION 3-10.6, TIME LIMITS, LICENSE FEES, AND BY ADDING SECTION 3-10.7, PENALTY FEES." By unanimous consent, full reading of Ordinance Number 1009 was waived. Adah Winters, 1507 Electric Avenue, confirmed that the Ad Hoc Animal Control Committee agreed with the proposed ordinance. Kredell moved, (./ 1-25-77 second by Laszlo, to approve the introduction of Ordinance Number 1009 and that it be passed to second reading. AYES: Blackman, Gray, Kredell, Laszlo NOES: None VACANCY: One Motion carried ORAL COMMUNICATIONS Mayor Blackman declared oral communications open from the audience. Gilbert Nelsen, 1001 Seal Way, spoke in opposition to the appointment and supported an election for that office. Jesse Rountree, 1527 Marine, accused the Council of violation of the Brown Act in making the appointment stating that the meeting was out of order and that all items should be rescinded. Hollace Meredith, 1301 Kenwood Road, 159-B, objected to the demeanor of the audience and spoke of the Leisure World contribution to Seal Beach and objected to diverse comments made about Leisure World residents and spoke in support of a full Council representation. Carla Watson, 500 Galleon Way, spoke in support of,an election to fill the vacancy. Councilman Krede11 read an unsigned letter distributed in College Park East relating to the sound barrier wall. Councilman Laszlo responded that he had never discussed the matter with any other councilman. Mr. Meredith again spoke objecting to the credibility of unsigned letters. Mayor Blackman called for order and asked for a motion to adjourn.
