Sellers, Chief of Police SUBJECT: LOCAL LAW ENFORCEMENT BLOCK GRANT - 2002 SUMMARY OF REQUEST: It is requested that the Council convene a Public Hearing to consider the acceptance and appropriation of grant funding of $15,815 of Local Law Enforcement Block Grant funds recently made available to the Police Department. BACKGROUND: At their meeting of July 8, 2002, the City Council approved the Police Department's intent to apply for grant funding of $15,815 provided by the Bureau of Justice Assistance, Local Law Enforcement Block Grant (LLEBG) Program. These funds are provided to assist law enforcement in their efforts to reduce crime and improve public safety. As with previous LLEBG grants received by the City annually in 1996 through 2001, funds received under the terms of this grant must supplement and not supplant existing operating funds budgeted for an established designated program. The Seal Beach Police Department proposes to use these funds to enhance crime prevention programs involving community oriented policing efforts in partnership with community residents and businesses. To this end, the focus would be on opportunities to detect, control and investigate crime in business districts. FISCAL IMPACT: Acceptance of these funds requires a matching contribution by the City of $1,757. The Police Department is proposing that these funds be approved for allocation from the General Fund's Transfer Out Department 080 in the fiscal year 2002/2003 budget. Agenda Item 0 RECOMMENDATION: It is recommended that Council approve the acceptance of LLEBG 2002 grant funding of $15,815 and appropriation for use of these funds to enhance crime prevention programs involving community oriented policing efforts in partnership with community residents and businesses. It is also recommended that Council approve the allocation of the $1,757 from the General Fund for the fiscal year 2002/2003 for the City's required match to accept this grant by adoption of the attached budget amendment..
