Director of Public Works /City Engineer SUBJECT: FLEET REPLACEMENT: POLICE PATROL CARS SUMMARY OF REQUEST: The proposed City Council action will authorize the City Manager enter into a lease purchase agreement for the purchase of four new Ford Crown Victoria Police Sedans. BACKGROUND: Replacement guidelines provide for replacement of "black and white" police patrol vehicles at 75,000 miles or four years of service. The proposed purchase would replace four vehicles, each of which has logged over 110,000 miles. The County of Los Angeles has a cooperative purchase provision, under their Fleet Division bid #207490, that would allow the City to purchase these vehicles for a competitive replacement cost of $22,234.00, plus tax, for each vehicle. The City has used this program in the past to purchase police vehicles. At the end of the contract, these vehicles will be "stepped down" to detective and volunteer cars as outlined on page 7 with the Council approved 2002 Fleet Management Report. The report outlines a procedure of replacing patrol cars on an every other year basis to smooth out spending spikes and provide Council with better information on how much it spends per cost center on equipment similar to the previously approved building heating, ventilation and air - condition contract. Additionally, the City incurs both direct and indirect maintenance costs by keeping surplus vehicles in its fleet. Consequently, four vehicles from the Police fleet will be sold as surplus, as recommended by the Fleet Division. FISCAL IMPACT: Funds for this purchase are budgeted in the Fleet Maintenance department accounts 001- 050 -47444 and 001 - 050- 47999. The purchase for these four cars will be funded through Ford Motor Company Credit at an annual cost of $25,708.02, at 4.9% interest. This will be a four -year contract, culminating in a $1.00 final payment and full ownership of the vehicles. RECOMMENDATION: Staff recommends that the City Council authorize the City Manager enter into a lease purchase agreement for the purchase of four new Ford Crown Victoria Police Sedans.
