SUBJECT: BUDGET AMENDMENT - GRADUATE SCHOOL INTERN
SUMMARY OF REQUEST
That the City Council approve a budget amendment for a graduate school intern for the City
Manager's Office for fiscal year 2002/2003.
DISCUSSION
The City Manager's Office seeks to retain an intern who will assist in working on organizational
assignments that have been a long time concern of the department but were placed on hold in
deference to other more significant and/or critical issues. One such assignment will be to work
with the departments to catalog all the city's contracts, to provide background research and to
validate that all necessary documents are current and that terms of contracts are being adhered to
properly.
The intern will be selected from a pool of candidates that are currently in or recently graduated
from a local university public administration program or related municipal government field.
These individuals are interested in strengthening their analytical and organizational skills for a
future advancement in the public sector.
FISCAL IMPACT

The intern will be compensated at a rate commensurate with the appropriate part time range
established by Personnel. The budget amendment is for a graduate school intern position that
will not exceed 1000 hours or $10,000 ($10 X 1000) for fiscal year 2002 -03. The estimated
fiscal year ending undesignated general fund balance is $4,761,660. Approval of this budget
amendment will decrease the estimated ending undesignated fund balance by $10,000 to
$4,75 1,660.
Funding an intern is a cost effective method of completing specific tasks that cannot be done
with existing resources. Using an intern provides the graduate student with learning experience
and at the same time provides the City with superior skills and education at a minimum expense
compared to costs associated with hiring a full time individual. Personnel studies indicate that,

in today's workforce environment, internships are paid positions and generally a prerequisite for
entry-level individuals who possess the desired qualifications.
RECOMMENDATION
It is recommended that the City Council approve the budget amendment for an intern position.
