Administrative Assistant PROCLAMATION Mayor Blackman proclaimed the month of December, 1973 as '''Toys for I Tots Month". PUBLIC HEARING - AMENDING POSITION CLASSIFICATION PLAN - POLICEMAN II Mayor Blackman declared the public hearing open to consider amending the Position Classification Plan by changing the title of job classification Police Agent to Policeman II. 10- 29-73 "~5 "" The City Clerk stated that notices had been posted as required'by law and that no communications had been received either for or against the matter. James VanDerhyden presented the staff report and resolution from the Civil Service Board recommending the change in job I classification from Police Agent to Policeman II, (Civil Service Board Resolution #73-17). There were no communications from the audience. Mayor Blackman declared the public hearing closed. RESOLUTION NUMBER 2257 - AMENDING POSITION CLASSIFICATION PLAN - POLICEMAN II Resolution Number 2257, was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AMENDING THE POSITION CLASSIFICATION PLAN BY CHANGING THE NAME OF THE JOB CLASSIFICATION OF POLICE AGENT TO POLICEMAN .II." Holden moved, second by McKnew to waive further reading and adopt Resolution Number 2257 as presented. AYES: Blackman, Dunn, Holden, McKnew, Sales NOES: None Motion carried DISCUSSION - MAIN STREET PARKING I Councilman Dunn explained that he had received complaints relative to the two hour parking on Main Street from some of the merchants and requested that a survey of th~ merchants on Main Street be made to determine the consensus for a change to a lesser time. It was the order of the Chair with consen~ of Council that the staff be directed to conduct said sUrvey. ENVIRONMENTAL IMPACT REPORT - PROPOSED LAND USE ELEMENT - GENERAL PLAN Mr. Neprud, Planning Director, explained that action should be taken on the Environmental 'Impact Report prior to the adoption of the Land Use Element to the General Plan but that the option existed to hold action until 'after discussion of the General Plan. Holden moved, second by Dunn to affirm the Planning Commission I approval of the Environmental Impact Report for the proposed Revised Land Use Element of the Seal Beach General Plan as presented. AYES: NOES: Blackman, Dunn, Holden, McKnew, ,~ales , ' None Motion carried COUNCIL CONSIDERATION OF 'SPECIFIC ITEMS OF THE LAND USE ELEMENT Mr. Neprud, Planning Director, presented the ~esults of the Planning Commission's study on, the four ~pe~ific items referred to them from the City Council. Mayor Blackman stated that each item would be considered separately and advised the audience that although this was not a public hearing he would invite citizen input for the benefit of the Council. 1) Pacific Electric Right-of-Way. Several members of the audience addressed the Council relating to proposed land use for the Pacific Electric Right-of-Way. Sales moved, second by McKnew that the Pacific Electric ~ight- of-Way be designated as Park/Public Use with limited commercial/ residential parking according to a specific plan. Lengthy discussion followed. Mayor Blackman requested that an unbiased survey be made to determine the need for residential/commercial parking in the area. Further discussion followed. Mayor Blackman, with the consensus of the Council, directed the City staff to conduct a specific parking study to determine if a definite need exists for additional parking on the Pacific Electric Right-of-Way. Discussion followed with alternatives suggested to clarify zoning requirements for said parcel. A lengthy presentation was made by North American Rockwell Company for medium residential zoning as opposed to light industrial for 30 acres of undeveloped land on their property. Sales moved, second by Dunn that the undeveloped land at the Rockwell International site, approximately 60 acres, be designated as light industrial. Sales moved, second by Holden to delete the establishment of an Architectural Review Board from the General Plan. I. R. Councilman McKnew referred to complaints of the slurry coating project and asked what effect the completion notice would have relating thereto. Mr. Spielman assured 'the Council that the pro)ect had been completed in accordance with the specifications and that the contract insured maintenance and repair of problem I areas. MAURICE Councilman Sales requested further information relating to recommended action of this claim. Maurice for personal damages in the amount of $25.00 and refer same to the city's insurance carrier. Sales moved, second by Dunn to approve the "No Boundaries" Fire Service Agreement with Huntington Beach, Westminster and Fountain Valley and authorize the Mayor to execute same with the stipulation that the City Attorney and the City Manager review the provision for liability insurance coverage. AYES: Blackman, Dunn, Holden, McKnew, Sales NOES: None Motion carried REQUEST GIRL SCOUT TROOP' 973 The letter from Girl Scout Troop 973 requesting that the City display a POW-MIA flag at City Hall was received by Council. Mrs. McKnew I spoke on behalf of the Girl Scout Troop explaining the girls interest and support of this activity. Holden moved, second by McKnew to approve the request and arrangements would be made for accepting the flag and display of same. There were no other oral communications; Mayor Blackman declared oral ,communications closed. EXECUTIVE PERSONNEL SESSION The ,Council ,recessed to Executive Personnel Session at 11:45 p.m. and reconvened at 12: 00 0' clock midnight. Mayor Blackman reported that the City Manager had been given instructions relating to Meet and Confer sessions with personnel, that no formal action had been taken.
