Bahorski, Executive Director From: Lee Whittenberg, Director of Development Services Subject: GRANT OF EASEMENT - UNDERGROUND UTILITY DISTRICT - SEAL BEACH BOULEVARD SUMMARY OF REQUEST. Approve "Grant of Easement ", and authorize Executive Director to execute said document. DISCUSSION The City of Seal Beach has established an Underground Utility District that requires Southern California Edison Company (SCE) to underground its existing overhead utility facilities on Seal Beach Boulevard from Adolfo Lopez Drive to Electric Avenue. In order for SCE to abide by these terms, an easement across property owned by the Redevelopment Agency (Police Station facility) is necessary to install the required underground facilities. The requested underground easement area is 5 feet wide and approximately 56 feet long as measured along the centerline, and is located in the same area of an existing overhead easement area grant to SCE for the existing overhead transmission lines. The existing overhead easement was originally granted to SCE by North American Aviation, Inc. in 1966, and the easement remained on the property when acquired by the Redevelopment Agency for the construction of the Police Station and City Yard facilities. The easement document has been reviewed by the City Engineer and City Attorney, and is acceptable as to form and content. In May 2000 the Agency 'approved a 15 by 130 -foot easement in this same area for the same undergrounding project, but that easement document was never recorded and the project has been redesigned to require the smaller easement area now proposed.
