SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENT
FOR THE CORPORATION YARD NPDES/WATER
QUALITY FACILITIES PROJECT No. 50057
SUMMARY OF REQUEST:
The proposed action will authorize the City Manager to execute an on -call professional
services agreement to retain RBF Consulting to perform design and engineering services for
the Corporation Yard NPDES/Water Quality Facilities project No. 50057.
BACKGROUND:
The Seal Beach Municipal Corporation Yard was built in the late 1960's. It consists
mostly of concrete tilt -up offices, maintenance shops and equipment and material storage
areas. In the 2001/2002 budget process, it was identified as a needed project to bring the
Corporation Yard into compliance with current National Pollution Discharge Elimination
System (NPDES), storm water pollution prevention, and best management practices.
This may include the construction or modification of storm drains, wash racks, material
bins, transfer stations, pavement, and storage areas.
The purpose of this contract is to hire a qualified firm to perform professional services to
design and develop the required improvements in an expedient manner. It is important
that a highly qualified engineering firm be retained with expertise specifically in water
quality improvement services. The firms become very familiar with the City's unique
infrastructure that results in cost savings because of reduced learning curves. To date, the
City has retained individual on -call contracts for utilities engineering, project
management, construction management, traffic engineering and street design.
Staff received proposals from engineering firms for the proposed design work at the •
Corporation Yard. RBF Consulting emerged as the top candidate and thier firm employs
specialists in storm water quality. Their qualifications, experience, and references
indicate that they are well qualified. In addition, they have completed several similar
Corporation Yard water quality improvement projects including recommendations for
several Caltrans facilities.

Staff has negotiated hourly rates with RBF Consulting and their firm can perform the
work within project budgets set forth in the approved Capital Improvement Program and
the Engineering Division's internal budget. Prior to starting any work, the consultant will
submit a detailed task order scope, schedule, and overall project estimate as well as a not
to exceed cost. No work shall begin until written approval by the Director of Public
Works. Upon the completion of the design, Staff will bring the final plans and
specifications to the City Council for approval.
FISCAL IMPACT:
Funds are available from the Redevelopment Agency in the Capital Improvement
Program in Project No. 50057 from fiscal year 2001 /2002. The total project budget
including design, inspection, administration, and construction is $350,000.
RECOMMENDATION:
Authorize the City Manager to execute an on -call professional services agreement to retain
RBF Consulting to perform design and engineering services for the Corporation Yard
NPDES/Water Quality Facilities project No. 50057.
