Director of Public Works/ City Engineer SUBJECT: REQUEST FOR PROPOSAL (RFP) FOR CITYWIDE LANDSCAPE SERVICES SUNIlVIARY OF REQUEST: The proposed City Council action will authorize staff to initiate the request for proposal process so that a contract may be awarded for citywide landscape services. BACKGROUND: In February 2002, the Parks Recreation and Community Service Department originally bid a contract solely for mowing and the term of the contract has expired. Since a new contract is necessary, it is desirable to advertise for a full service contract due the integrated nature of landscaped services to examine options available to the City. Public -Works staff has completed the request for proposal (RFP). The Department of Public Works strives to provide attractive and resource efficient landscape for the benefit of its citizens. This contract will provide comprehensive landscape services for all its parks, medians and facility grounds. It is the intent of this RFP to hire the most qualified service vendor to provide an integrated management program of soil, water, irrigation system, turf, fertilization and pest management that optimizes plant health, resource efficiency and, therefore, cost - effectiveness. Each potential vendor will have to submit a proposed schedule, work plan, list of equipment for inspection, condition evaluation of existing City landscaped areas, and monthly maintenance costs on a per facility basis. The RFP also specifies a performance rating system and a deduction/bonus payment that will be negotiated during the interview process to ensure compliance. The level of service requirements defined in the RFP will allow the City the flexibility to best match existing funding options for providing additional services to address varying staffing concerns. AGENDA ITEM J City Council Staff Report September 23, 2002 FISCAL IMPACT: Funds are available within the account 001 - 049 -44000 and 001 - 049 -40004 for this contract. Also, as funding becomes available due to personnel changes the contract award can be modified to achieve the level of service desired. RECOMMENDATION: It is recommended that the City Council authorize staff to initiate the request for proposal process. ATTACHMENTS: RFP is available for review at the Engineering Division.
