SUMMARY OF REQUEST:
Approve letter proposal by Tait Environmental Management, Inc. for third party review
of environmental site investigation reports, Hellman Ranch, and authorize the City
Manager to execute the appropriate contract. Adopt Resolution No. , A
Resolution of the City Council of the City of Seal Beach Authorizing Budget
Amendment No. 03 -03, Allocating Funds for the Third Party Review of Environmental
Site Investigation Reports, Hellman Ranch.
BACKGROUND:
City staff is exploring a potential acquisition of a 100 -acre property within the City
known as the Hellman Lowlands. This property has been deed - restricted by the
California Coastal Commission for a future wetland restoration project as a condition of
approval for a residential development occurring immediately adjacent to the deed -
restricted site.
In considering this matter, an independent, third -party review of several environmental
site investigation reports prepared by Geomatrix Consultants for Hellman Properties LLC
regarding site contamination and remediation issues on the subject and adjoining
properties. Staff has requested letter proposals for conducting the requested independent,
third -party review of the subject documents, including a not to exceed amount for
conducting the review and a timeline for completion of the review and preparation of an
opinion letter to the City regarding the accurateness of the information and assumptions
presented.
Staff included three documents for reference by the firms requested to submit the letter
proposal:

In preparing the proposal, the following items were to be included:

In reviewing the letter proposals, all three firms appear to be well qualified to undertake
the requested independent, third party review. The costs of conducting the analysis and
the timeframes for completion of the requested analysis are reasonable. Based on a
review of the letter proposals, staff would recommend approval of Tait Environmental
Management, Inc. to conduct the requested independent third party review. This is
primarily due to the familiarity of Tait with the surrounding area, having conducted
similar site environmental reviews for the Boeing Seal Beach campus facilities.
FISCAL IMPACT:
Minor, approval of the letter request will require approval of a budget amendment to re-
allocate $5,000 in funds from undesignated General Fund Balance. Currently he
estimated fiscal year end undesignated fund balance is $4, 824,793. Approval of this
budget amendment will decrease the estimated ending undesignated fund balance by
$5,000, to $4, 819,793. That action will be accomplished by the approval of Resolution
No. , A Resolution of the City Council of the City of Seal Beach Authorizing
Budget Amendment No. 03 -03, Allocating Funds for the Third Party Review of
Environmental Site Investigation Reports, Hellman Ranch (Please See Attachment 5 for
the proposed resolution).

CONDITIONS AND FEES
We will provide our geo- environmental services in accordance with the attached General
Conditions (GC99), which form part of this proposal. Our services will be billed on a lump
sum basis. If additional services are needed beyond the scope of work it will be billed on a
time and material basis in accordance with our Schedule of Fees (EP2002), but not without
prior written approval. Our services will be completed for the sole benefit and exclusive
use of the City of Seal Beach in accordance with the General Conditions under which these
services were provided. Based upon the scope of work described above, our lump sum
fee will be $3840.00.
This estimate will be valid for a period of 60 days from the above date. Written
authorization to proceed will be required to initiate work.

PHASE I & II SITE ASSESSMENTS
Responsible for Phase I Environmental Site Assessment (ESA)/Transaction Screens/
Asbestos /LBP Surveys for hundreds of locations including portfolios of nineteen
residential and commercial locations for a property management company, fourteen
industrial batch plants for a lending institution, fourteen bank branch buildings for a
savings and loan, six agricultural properties for a lending institution, and six industrial
facilities for Trust Bank. Completed follow -up Phase II services including soil sampling,
clarifier and UST closure and asbestos and LBP abatements.
Completed an Environmental Assessment/ Analysis of over 100 miles of corridor
studies for utility and transportation planning including Metro Rail Red Line,
Metropolitan Water District Inland Feeder Project, and Reclaimed Water Pipeline.
Services included field reconnaissance, aerial photograph review, Sanborn map review,
regulatory agency compliance review and analysis.
Executed priority Phase I Environmental Site Assessment of an active 90 -acre
strawberry farm. Identified historic gasoline tanks, suspect pesticide contamination,
contamination from the vehicle maintenance area, and asbestos /LBP issues in
structures to be demolished. Conducted Phase II Subsurface Investigation for
hydrocarbon contamination and pesticide contamination with subsequent excavation of

Accomplished Phase I ESA of commercial shopping center for a municipal
redevelopment agency. The assessment identified both active and historic gasoline

and Soil Gas Survey for dry cleaning and historic gas station contamination. Managed
additional site characterization to determine remediation costs prior to acquisition of
property by municipality.
Carried out Phase I ESA, Phase II Subsurface Investigation and groundwater well
installation for Metro Rail Red Line Station support facility. The Phase II Investigation
included analysis for petroleum hydrocarbons, volatile organic compounds and metals.
The wells installed were sampled for NPDES permitting, for the subsequent dewatering
for the station installation.
Executed simultaneous completion of Phase I ESA; Geophysical Survey including
ground - penetrating radar, magnetometer and line- locator; and Soil Gas Survey of
historic gasoline service station locations for major grocery store chain.

EMERGENCY RESPONSE
Successfully managed an emergency response to a spill of diesel fuel from an above-
ground storage tank (AST). Handled all client and regulatory negotiations. Fuel had
entered a creek and traveled several hundred feet to a wetland lagoon. Successfully
directed clean -up efforts, including vacuuming of free product from water surface;
placement of booms in lagoon; flushing of creek with several thousand gallons of water;
excavation of soil and vegetation from creek beach and AST area. Completed site
clean -up to satisfaction of the Department of Fish and Game, with additional successful
interaction with personnel from Cal -EPA, Los Angeles County Health Haz -Mat De-
partment, and the United States Coast Guard.
SPECIAL ASSIGNMENTS
Special assignments have included Radon Gas Screening prior to residential
development, Medical Waste Evaluation for convalescent home, PCB light ballast
management, asbestos micro -dust sampling in residential settings after the Northridge
earthquakes, wipe sampling for photo - chemicals, lead dust and PCBs and preparation -
of hazardous materials disclosures for industrial facilities.

EXPERIENCE
Mr. White has over ten years experience managing environmental programs. He has
managed numerous contracts for state, local government, and private client involving
multiple concurrent programs. His program management experience represents oversight
of more than 50 individual projects with as many as 25 being executed simultaneously. He
has been responsible for overall quality assurance, staff and resource management,
project negotiations, and client satisfaction. His expertise is focused on programs
designed to identify and evaluate contaminated property for real estate transactions,
characterize and delineate on site contamination and initiate remedial actions in
preparation for property development. Mr. White has been responsible for the successful
completion of over 150 Phase I Assessments and over 30 Phase II Assessments and
remediation projects leading to regulatory closure.
Mr. White is a hands -on results oriented manager with extensive field experience which
includes the use of: Geoprobe and hollow -stem auger drilling equipment; soil gas sampling,
CPT equipment; geophysical surveys; groundwater monitoring well installation and
sampling; drum and pond sampling; underground storage tank removals; soil and
groundwater remediation system layout, installation and operation; and risk -based
corrective actions.
REPRESENTATIVE PROJECTS
PHASE I & II SITE ASSESSMENTS
Responsible for conducting and managing the completion of over 30 Phase I Site
Assessments and asbestos and lead based paint surveys for Borders Books during their
initial effort to develop the Southern California market. These activities included managing
asbestos and lead based paint abatement of a former bank (a 63,000 square foot three
story building), two former supermarkets and a former bowling alley.
Developed site selection criteria for the Orange County Fire Authority (OCFA) to use for
evaluating potentially contaminated sites under consideration for acquisition and
development as future fire stations. Conducted Phase I and Phase II assessments of the
prospective properties and implemented the criteria in the decision making process based

on the assessment results and the needs of the OCFA.
Conducted a Phase I Site Assessment and provided oversight representing Eagle
Hardware (currently Lowes) and a major southern California developer who was
purchasing a property formerly occupied by a zinc smelting plant. Closure activities at the
facility included the excavation and disposal of approximately 63,000 tons of hazardous
waste ash, removal of 27 UST's abandonment of 11 groundwater monitoring wells and 3
dry wells, and locating a former oil production well on the property. Mr. White was
responsible for reviewing and evaluating all environmental activities at the site,
recommending additional corrective action, implementing field activities as needed, and
participating in negotiations between the buyer, seller, their respective attorneys, real
estate brokers and the local city building department and redevelopment agency. He
identified the potential for the developer to become a hazardous waste generator during
construction and an old oil well beneath the proposed footing area. Due to these findings,
the transaction was restructured, an environmental insurance policy was obtained, and the
property owner set aside $500,000 for the resolution of future environmental issues.
Managed the preparation of Phase I Assessment reports for four (4) proposed school sites
for the Los Angeles Unified School District. Preliminary Endangerment Assessments
(PEA) was completed for two (2) of these sites with regulatory oversight provided by the
California State Department of Toxic Substance Control (DTSC).
SITE CHARACTERIZATION AND REMEDIATION
Conducting activities for assessing, characterizing, remediating, and closing a former town
gas site in southern California. The primary contaminant, polynuclear aromatic
hydrocarbons, was contained in a 3 to 5 foot thick layer of ash distributed across the site.
Areas of soil affected by bunker oil and a sump containing sludge contaminated with
cyanide and arsenic were also identified during site assessment and characterization
activities. The bunker oil- affected soil and the sump contents were excavated and
transported to an offsite facility for disposal. A risk assessment was completed to
demonstrate that under the existing site conditions, and the proposed future use of this
site, the ash layer did not represent a substantial health risk.
Managed site assessment and characterization of hydrocarbon- affected soil and
groundwater at numerous service stations throughout southern California and the
Midwestern United States. Conducted soil and groundwater sampling, installed
groundwater monitoring and vapor extraction wells, installing and operating soil and
groundwater remediation systems, reviewed the results and interfaced with major oil
company representatives and regulatory agency personnel. Mr. White was also
responsible for supervising numerous tank pulls and station dispenser island rebuilding
projects and closing over a dozen of these service station sites.

SUPER FUND
Mr. White represented an electric motor production company identified as a potential
responsible party (PRP) in the San Gabriel Valley Super Fund Area. Solvents leaking from
a parts degreaser contaminated the soil and groundwater implicating company as a PRP.
Soil and groundwater assessment and monitoring activities were conducted and vapor
extraction was selected for the soil remediation. The results of these activities were
presented to the RWQWCB in compliance with their requirements and to a Super Fund
Advisory Committee in an effort to reduce the companies over all financial participation in
the regional Super Fund cleanup. The final results of these activities are currently pending.
SPECIAL PROJECTS
Onsite Project Manager for the RCA closure of five wastewater - settling ponds at the former
San Diego Gas and Electric Company's electrical generating plant in Carlsbad, California.
Mr. White was responsible for preparing and implementing all of the onsite operations.
These activities included: preparing budgets, writing work plans, sample analysis and
health and safety plans, negotiating cleanup levels, permitting, contracting and managing
subcontractors, conducting client and regulatory agency update meetings, daily safety
meetings for all onsite personnel. The onsite activities also included collecting over 400
samples to be analyzed for 15 different analytes each, removing the pond liners and
leachate collection system, excavating, segregating and disposing of the affected soil, and
grading the site for construction of a new parking lot and building. He also interpreted the
analytical results and wrote the final closure report for submittal to the RWQCB. Upon
reviewing the report a "no further action letter" was issued by the RWQCB.
Provided project oversight and represented an industrial property owner whose tenant was
closing a chrome /copper /nickel plating and powder coating facility after 35 years of
operation on the site. As environmental project manager and part of a litigation team, Mr.
White identified critical environmental issues affecting the properties value and the owner's
long and short-term liabilities. He participated in strategic planning and negotiation
sessions with the client, tenant, the attorneys, and regulatory agencies. Mr. White was
responsible for providing environmental over sight for the facility closure, demolition and
renovation. These activities included reviewing and evaluating the existing site conditions
and all proposed work, negotiating needed changes to the proposed scopes of work,
observing and monitoring all work conducted at the site, evaluating analytical data,
reviewing assessment and remedial reports, and recommending additional actions as
needed. As a result of these efforts, long -term litigation was avoided by the successful
settlement on behalf of the client (property owner).
Environmental Project Manager for team bidding of construction projects with major
construction and development firms. These projects included: a highway bridge retrofitting
project (with an estimated total budget of 23 million dollars); designing, constructing and
operating an excavation dewatering system for a highway expansion project; the
excavation and disposal of approximately 100,000 tons of DDT and hydrocarbon
contaminated soil during the construction and renovation of a waste water treatment
facility; and designing and installing a methane gas recovery system beneath a building to

Mr. Ragsdale has been involved with various projects pertaining to health and safety for

provide an independent, third party review of environmental investigation reports of the
Hellman Ranch Property, located in the City of Seal Beach.
LFR understands that the 100 -acre property is known as the Hellman Lowlands and is deed -
restricted by the California Coastal Commission for a future wetland restoration project as a
condition of approval for a residential development occurring immediately adjacent to the
deed restricted site. LFR is in receipt of, and understands, that the following documents are
the subject of the review:

Scope of Work
LFR will provide an independent third party review of the above - listed documents and
prepare a letter documenting our review with regard to the accuracy of the results,
conclusions, recommendation, and assumptions in the reports. The scope of work will

Task 1 - Review of Reports
LFR will conduct a thorough review the subject reports and evaluate the accuracy and
appropriateness of the results, conclusions and recommendations based on the information
provided in the reports.
Task 2 - City Meeting
If selected for this scope of work, LFR will attend the City Council meeting on September
23, as indicated in the RFP letter.
Task 3 - Cost Evaluation
LFR anticipates that the estimated remediation costs presented by Geomatrix are going to be
a crucial piece of information for the City. Accordingly, LFR proposes to provide an
independent cost evaluation of the remediation costs as part of the review.
Task 4 - Opinion Letter
LFR's opinion letter will document the review and evaluation of the reports. While the
review will be thorough and complete, LFR will key in on, and present information that will
be most pertinent to a potential buyer. It is anticipated that the letter will focus on the
following information:
• Completeness of investigation
• Clean-up levels
• Estimated lateral and vertical extent of contamination
• Selected remedial alternatives
• Estimated remediation costs
Task 5 - Client Communication
LFR anticipates one meeting with the City in order to present the findings of the evaluation.
Schedule
LFR can complete the review and provide an opinion letter to the City within two weeks of
authorization to proceed.
Fees
LFR will conduct the above - described scope of services for a lump -sum cost of $3,950.

Capabilities to Perform Requested Services
Mr. Derrick Willis, Principal Hydrogeologist from LFR's office in Costa Mesa, California,
will be the project manager. He will be responsible for the technical and administrative
aspects of the project.
Mr. Willis has over 12 years experience serving both public sector and private clients in
California and Canada on a wide variety of environmental projects. For the last several
years, his focus has been on formulating and facilitating closure and development strategies
for large, complex, high profile, environmental projects for clients such as Playa Vista,
Lockheed Martin, Boeing, as well as several national real estate development/management
firms. Recently, he developed the strategy and negotiated with agencies to develop a cleanup
approach and cleanup levels for petroleum impacted wetlands at a major, mixed use
development in the Los Angeles area.
LFR has been a leader in providing results- driven environmental and management consulting

Tait Environmental Management, Inc. (TEM) is pleased to offer this response to
your August 28, 2002 request for a review of three environmental reports for the
Hellman Ranch site in Seal Beach. TEM has conducted environmental Phase I
and Phase II site assessment work on the adjacent Boeing property and
therefore believe we have extensive knowledge of the local conditions and will be
able to conduct the review efficiently
Background .
The Hellman Ranch property has been used for oil production since 1922.
During the time from 1922 to the present, oil wells have been drilled on the site,
oil sumps dug, pipelines run, tank farms constructed and landfills created and
filled. Petroleum drilling, petroleum production and other wastes have been
released onto the site.
In preparation for development, Hellman Ranch Properties LLC has contracted
with Geomatrix Consultants to prepare three reports covering the environmental
status of this former oil field.

Report Review Proposal
• The first report, dated February 21, 2001, covered a review of existing
reports, concluding with a determination of appropriate remediation scenarios
and costs, and tried to identify the regulatory agencies that were likely to have
jurisdiction. In this report a recommendation was made for further
investigation of four areas.
• The second report, dated August 31, 2001, detailed the results of drilling,
trenching and analytical testing of the four areas that were recommend for
investigation previously. This report concludes with remedial
recommendations for the four areas.
• The third report, dated September 5, 2001, reports on a review of aerial
photos and other historical documents for the site, as well as a
reconnaissance level visit to the site. This report focuses on the land to be
retained for oil production.
Objective
TEM understands that the City wishes to have the three reports reviewed by a
third party for the contained information's accuracy, and to review the
assumptions used in the reports. The City is primarily interested in the adequacy
of the analytical tests performed covering the hazardous and petroleum
contaminants of concern.
Scope of Work
The following scope of work is proposed, pending further discussions and /or
clarification by the City.
Task I Meet with City Council on September 23, 2002 for award. It is anticipated
that, prior to actual start of the review, discussions will be held with the City's
project manger to further focus on the City's requirements.
Task II Commence review of the three Geomatrix reports. Assess their
adequacy to characterize the area to be transferred to the City. Special attention
will be paid to the adequacy of the geographic coverage of the sampling, the
types of sampling conducted, the sample collection methods used, and the types
of chemical analyses conducted on the samples. The chemical analysis
methods used will be evaluated against the known and /or probable contaminants
that may be present. The remediation recommendations made by Geomatrix will
be evaluated considering the future use of the site as wetlands.
Task 111 Prepare an opinion letter regarding the reviewed documents. This
opinion letter will detail TEM's findings regarding the sufficiency of the Geomatrix

reports in adequately addressing the environmental conditions on the subject
site.
Task IV Management and administration. This task includes liaison with the City
and the need for overall project management. This will be performed
concurrently with the other tasks
Schedule
The following schedule is anticipated:
Week of September 23, 2002 — Award, review of requirements with City project
manger, issuance of purchase order by City and /or contract finalization.
September 30, 2002 through October 11, 2002 — Review reports.
October 12, 2002 through October 18, 2002 — Prepare opinion letter, submit to
City.
Budget
TEM proposes to conduct the above scope of work for a fixed fee of $4,778.
Additional work requested by the City will be performed and billed at our current
schedule of fees (Attached).
Capabilities
TEM offers a full range of environmental services including:
• Phase I - preliminary site assessments, performed to ASTM Standards;
• Phase 11 - invasive site assessments including trenching, drilling,
geophysical testing, soii sampling and analytical interpretation, these
assessments meet all state regulatory and federal EPA requirements ;
• Phase III Site remediation - TEM is an expert in the application of many
different methods of site clean -up including, Air Sparging, Air Stripping,
Bioremediation, Bioventing, Dual Phase extraction, Soil Excavation and
treatment Soil Vapor Extraction, and natural Attenuation.
TEM is uniquely qualified and has extensive experience performing large scale
site assessments or environmental document reviews. TEM has recently
completed these services for the Boeing Seal Beach Facility, the former El Toro

Marine Corps Air Station, and the former Burbank plant of the Lockheed
Corporation.
In addition, TEM represents several public municipalities and other government
agencies (Orange County, Riverside County, Los Angeles Department of public

detailed in the accompanying Statement of Qualifications.
Because of TEM's capabilities TEM does not anticipate using sub - consultants for
this review.
