The City Council of the City of Seal Beach met in regular session
at 8:00 o'clock p.m. with Mayor 81ackman calling the meeting to
order. At the request of the Mayor. Mr. George Benton, American

RESOLUTION NUMBER 2274 - PUBLIC HEARING PROCEDURES
Resolution Number 2274 was presented to Council by title "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL 8EACH ESTABLISHING

PROCEDURES FOR THE CONDUCT OF PUBLIC HEARINGS." Councilman Mc Knew
explained the changes he had made in Exhibit "A" and provided copies
of same for council members. Discussion followed. The City Manager
read Exhibit "A" with the proposed changes. Holden moved. second by
McKnew to accept the changes in Exhibit "A" as presented.

Mr. Neprud. Planning Director, requested that this item be removed
from the calendar and be rescheduled at a later date. with new notices

PUBLIC HEARING - OPEN SPACE/RECREATION /CONSERVATION ELEMENT
Mayor Blackman declared the public hearing open to consider the
proposed Open Space/Recreation/Conservation Element to the General
Plan. The City Clerk stated that notices had been posted as required
by law ahd'that no communications had been received either for or
against the matter. Mr. Neprud. Planning Director. presented the

staff report and recommendations of the Planning Commission.
Janet Verga, 1717 Harbor 'Way, spoke in favor of the open space
element and particularly 'of parks as an open space element. Steve
Spence. 209 - 7th Street, asked what areas were defined as ,open
space in the report. Mr. Neprud responded to the question. Mr.

Spence spoke in favor of allocating funds to purchase three acres
of the Department of Water and Power property for park purposes and
spoke for the acquisition of land for parks near College Park East,
even though it may be outside the city limits. Jean Dorr, 231 - 6th
space. Mr. Neprud explained those areas as described on page seven

Street, requested clarification of the 141 acres referred to as open
of the Open Space/Recreation/Conservation Element. There were no
other communications either for or against the matter; Mayor Blackman
declared the public hearing closed.
RESOLUTION NUMBER 227S - OPEN SPACE/RECREATION/CONSERVATION ELEMENT

PUBLIC HEARING - AMENDING POSITION CLASSIFICATION PLAN - UTILITY
APPRENTICE

Mayor Blackman declared the public hearing open to consider amending
the Position Classification Plan to include job classification for
Utility Apprentice. The City Clerk stated that notices had been
posted as required by l~w and that no communications had been received
either for or against the matter. Mr. VanDerhyden, Assistant to the
City Manager, presented the staff report and recommendations of the
Civil Service Board. There were no further communications from the
audience either for or against the matter; Mayor Blackman declared the
public hearing closed.

by the Finance Committee and that warrants be drawn on

Items Removed From The Consent Calendar
ITEM "F" - ESTABLISHING FEE - CANDIDATES STATEMENT OF QUALIFICATIONS
City Clerk, Jody Weir, explained the procedures for candidates use
of the Statement of Qualifications as provided by State Law for Mrs.

Verga, who had requested the item removed from the Consent Calendar.
Holden moved. second by Dunn to authorize the City Clerk to require
a deposit of $60.00 for the cost of printing and handling the Statement
of Qualifications from ~ach candidate selecting to utilize the service
pursuant to Section 100l2.S of the State Elections Code.

REPORT - ANIMAL CONTROL SERVICES
City Manager reported that ~ study was being conducted for
alternative animal control services and recommended that our
present contract with the County of Orange be renewed for six
months to insure the present level of animal control service.

contract with the County of Orange to June 30, 1974 for animal
control services.

REPORT - WATER PIPE CORROSION - COLLEGE PARK EAST
Mr. Ha1ldin, City Engineer, presented a report to Council outlining
recommendations to, property owners to reduce pipe corrosion and
recommending the installation of a water treatment be made to reduce
the corrosion rate as outlined in his memorandum dated December 4,
, ' ,
1973 and authorize the expen~iture of ,$9000 for said treatment.

Council discussed the matter and Councilman Holden and Councilman
,Sales asked that other areas of Seal Beach be considered for xhe
,treatment.
McKnew moved, second by Dunn to authorize the expenditure of $9000
for the project for water treatment as proposed in his memorandum

REPORT - E.P.A. TRANSPORTATION CONTROL PLAN
It was the order of the Chair with consent of Council to receive
and file the City Manager's report on the Environmental Protection
Agency's Transportation Control Plan.
ORAL COMMUNICATIONS
Councilman Holden reported that the West Orange County Water Board
would be holding bi-month1y meetings instead of monthly meetings in
the future. Councilman McKnew commented on the public hearing

procedures adopted this day and urged members of the audience to keep
on point when speaking at a public hearing. Councilman Sales commented
on the new podium in Council Chambers and moved that the map authorized
by the City Council be installed as soon as possible. There was no
second to the motion.
Mayor Blackman reported on the Intergovernmental Coordinating

Council meeting and recommended that the staff investigate "Dial

Your Mayor" recording telephone system for this City. Mayor
Blackman also requested that the Parks and Recreation Commission
consider including a youth member on their Commission as an
ex-officio. nonvoting member.
