J Mayor ~~ Approved: Seal Beach, California June 17, 1974 The City Council of the City of Seal Beach met in regular adjourned session at 6:00 o'clock p.m. with Mayor Blackman call~ng the meeting to order with the Salute to the Flag. ROLL CALL Present: Mayor Blackman Councilmen Dunn, Holden, McKnew, Sales Absent: None Mayor Blackman stated that Councilman McKnew would be late and that his tardiness was excused. I Also present: , Mr. Courtemarche, City Manager Mr. Neprud, Planning Director Mr. Thomas, Finance Director Chief Adams, Fire Department Capt. D'Amico, Police Department Mr. Johnson, Assistant City Engineer Mr. Osteen, Recreation Director Mr. Little, Assistant to the City Manager Mr. Dorsey; Chief of Lifeguards Mr. Seymour, Lifeguard Department BUDGET STUDY SESSION - 1973-74 FISCAL YEAR BUDGET The City Manager presented the 1973-74 fiscal year budget to the Council for their consideration. At the request of the City Manager, the report from Capt. D'Amico representing the Police Department, was brought out of order for presentation at this I time. Capt. D' Amico presented the proposed Po lice Department budget and responded 'to questions, from the City Council. Mr. Thomas, Finance Director presented a report regarding revenue and the City's financial posture, including review of proposals from local banks and presented suggestions as to new sources of revenue for the City. Discussion followed. 6-17-74 1~4 "'. , ' , , Mr. Courtemarche, City Manager, presented a report regarding City expenditures and non-departmental budgets. A letter from the Chamber of Commerce regarding renewal of the contract between the City and the Chamber of Commerce was presented to Council. Discussion followed. I Mr. Steve Asaki, 3851 Rose Street, and representative of the Los Alamitos-Rossmoor Hot Line, addressed the Council and requested financial assistance for that organization of $lOO per month. It was the consensus of the Council that additional information be provided to the City Manager for presentation to the Council at a later time. Jody Weir, City Clerk, presented her department budget and request for $3,000 for additional personnel; Mr. Thomas, Finance Director, presented the proposed budget for the Finance and Business Services Department; Chief Adams presented the budget for the Fire Department; Gary Johnson, Assistant City Engineer, presented the budget report for the Public Works Department; Mr. Osteen presented the budget report for the Recreation and Parks Department; Mr. Neprud I presented the proposed budget for the Planning ,Department; and Mr. Dorsey and Mr. Seymour presented the budget report for the Lifeguard Department along with a slide presentation. General discussion between the City Council and the respective department heads followed. The City Manager summed up the budget report and _ expl"ained the Redevelopment Agency budget. It was the consensus of the Council that a general 5% cut from the 1974-75 budget was necessary and asked the City Manager to make that presentation to the Council at another budget study session. Specific areas for cut in the budget was Intergovernmental Coordinating Council request, the City Council's budget and the City Clerk's budget. I ADJOURNMENT The City Council adjourned to 8:00 a.m., Saturday morning, June 22, 1974, by order of the Chair with consent of the Council for continuing budget study session. Chief Cibbarelli presented budget reductions for the Police Department and elaborated on ,the effect of such reductions. I Lengthy discussion followed with Chief Cibbarelli responding to questions from the Council. Representatives of other departments responded to questions regarding their respective proposed budgets. Discussion followed with the Council proposing additional budget alterations in the areas of Deputy City Treasurer and payment to
