SUBJECT: FUNDING AGREEMENT WITH THE COUNTY OF
ORANGE FOR THE SEAL BEACH REGIONAL BIKE
TRAIL
SUMMARY OF REQUEST:
The proposed action will approve a resolution authorizing the City to enter into an
agreement with the County of Orange for reimbursement of funds for the Pacific Coast
Highway Regional Trail, Segment 3 & 4 of the Seal Beach Regional Trail Program.
BACKGROUND:
In September of 1999, City Council approved the application for TEA (Transportation
Enhancement Activities) funds to develop and construct a Regional Trail in the City of
Seal Beach. The regional trail is comprised of four segments; 1) Marina Drive, from First
Street to Electric Avenue; 2) Seal Beach Boulevard, from Electric Avenue to Pacific
Coast Highway; 3) Pacific Coast Highway from Seal Beach Boulevard to Anaheim Bay
Bridge; and 4) Pacific Coast Highway, from Anaheim Bay Bridge to Anderson Street.
The required funding match contribution for the TEA program is provided through a
variety of programs and grants which the City has competitively secured from the County
of Orange, California State Parks and Recreation Department, OCTA Measure M, and
City General Fund. The authorization of the this agreement will allow the City to be
reimbursed by the County of Orange in the amount of $110,000 for the Pacific Coast
Highway Segments.
FISCAL IMPACT:
Authorizing the City of Seal Beach to enter into Agreement with the County of Orange
for reimbursement of $110,000 for the Pacific Coast Highway Segments. If the City does
not enter into agreement with the County of Orange, California, then additional funding
sources must be pursued.

RECOMMENDATION:
Upon motion of the consent calendar, it is recommended that the City Council:
1. Adopt a resolution authorizing the City to enter into an agreement with the
County of Orange for reimbursement of funds for the Pacific Coast Highway
Regional Trail, Segment 3 & 4 of the Seal Beach Regional Trail Program.
