Dams, P.E., Director of Public Works /City Engineer SUBJECT: REJECT MARINA DRIVE BRIDGE REPLACEMENT PROJECT BIDS AND AUTHORIZE STAFF TO RE -BID THE PROJECT. SUMMARY OF REQUEST: The proposed action will reject all bids received for the Marina Drive Bridge Replacement Project, No. 49665, and authorize Staff to re- advertise the project. BACKGROUND: The bids for the project were opened on July 10, 2002. The City received seven responsive bids ranging from $5,992,927 to $8,648,520. The estimate prepared by the design engineer, J. Muller Inc. was $5,100,000. The apparent low bidder was Shimmick Construction Co., Inc. The substantial difference between the estimate and the low bid can be associated with several different aspects of the work. There was an under estimation of the cost for the special equipment necessary for a partial closure of the bridge. In addition, the restricted timeline in which construction in the river would have to stop between the months of October and April caused several high mobilization and demobilization costs. Also, recent specialty item work such as the special bridge rail required, and the large diameter piles required have drastically risen in cost. The bids received are recommended to be rejected by the City Council. The lowest bid received is substantially greater than the available budget and at this time, the State has not been able to guarantee the City the additional funds necessary. The State anticipates that they may be able to authorize the additional funds in November. However, the bids would not be valid at that time•and without these funds, the City cannot award a project. One benefit to re- biding the project is that staff has had the opportunity to talk to the bidders and modify portions of the plans and specifications which may reduce the project cost. This includes modifying a construction encroachment onto private property and as well as modifying the timeline for construction to begin immediately after the rainy Agenda Item season in April 2003. These changes may reduce the cost of the project. Another change to the specifications will include an alternate bid item schedule for the contractor to fully close the bridge during the construction. This will provide the City Council will the full information on the cost of constructing the bridge in phases versus a full closure for a benefit comparison. FISCAL IMPACT: At this time, no additional City funds are required or are being used for the project. Consultant costs associated with the re- bidding, modifying of the plans and specs are expended under the construction engineering funds available from the project. An additional $1.7 million is being requested from Caltrans for the project. If awarded, the City's match portion would have to be increased another $100,000 and staff will bring this request at the time of award to City Council.
