Bahorski, City Manager FROM: Doug Dancs, P.E., Director of Public Works / City Engineer SUBJECT: RECEIVE AND FILE: CONSTRUCTION OF SAND BERM/DIKE SUMMARY OF REQUEST: Receive and File. BACKGROUND: Historically, the residents along the beach between the Anaheim Jetties and the pier are subject to wave inundation during the winter storms. This is lessened by the annual construction of the sand berm and regular sand "backpassing," In 1984, Moffatt Nichol Engineers prepared a report outlining recommendations for \` building the berm and sand management strategies. Attached are the recommendations and the profile of the berm. This profile was developed to provide protection against events but is no guarantee. A sand dike so massive as to protect against all storms no matter how severe would outweigh the costs of repairing the damage caused by such storms. Last year the staff completed the berm in late September due to the storm events that occurred in recent prior years. It is a matter of risk management versus views and estimated probability outcomes. Staff recommends and intends to place the berm one week earlier, starting September 16, 2002, to provide an additional level of protection with the possibility of an "El Nino" type weather and tides. Cattrac Construction will perform the work and a multi -year contract was approved by Council in August 2001 for both operators and equipment to construct the berm. Cattrac Construction has been the company that the Beach Maintenance Division has used in the past to perform this work. FISCAL IMPACT: Due to the nature of this work, it is performed on a time and material basis not to exceed the amount available in the maintenance and capital budget for sand maintenance. Build the winter dike by November 1 and remove it before the Easter Holiday 2. Build the dike with a crest elevation of +20 feet MLLW between 11 Street and Dolphin Street. Between Dolphin Street and the Anaheim Bay Jetty and between 11 ` Street and the pier the elevation may be reduced to +18 feet MLL W. 3. Locate the dike as close to the existing line of planters as possible and have a width of 8 feet. 4. Use sand between the sidewalk and dike to construct the dike but do not remove below level of the sidewalk. If there is not enough sand in this area to construct the dike push up additional sand from as far seaward as possible and haul sand from the east part of the cell or from the west part of the west cell. 5. Scarify the sand behind the dike as necessary to promote percolation of the surface water. Remove standby water with portable pumps. •
