SUBJECT: AWARD PROFESSIONAL SERVICES AGREEMENT
FOR ON -CALL PIER INSPECTION AND EVALUATION
SERVICES AND COASTAL ENGINEERING SERVICES
SUMMARY OF REQUEST:
The proposed action will authorize the City Manager to execute an on -call professional
services agreement to retain Han- Padron Associates to perform inspection and engineering
evaluations of the Seal Beach Municipal Pier and on -call coastal engineering services.
BACKGROUND:
The Seal Beach Municipal Pier is approximately 1800 -feet long consisting mostly of
poly- wrapped timber piles, timber support members and a timber deck. The Pier was
severely damaged by the winter storms in 1982 and it was partially rebuilt after the
damage. Lifeguards and Public Works crews have regularly inspected and monitored
various components of the Pier. The fender piles, which are the outermost piles adjacent
to the boat ramps were professionally inspected and evaluated by a consultant in 1993.
The concrete portion of the pier was professionally inspected and evaluated by a
consultant in 1999. As identified in the approved Capital Improvement Program, it is
necessary for the timber pier including underwater portions to be inspected and evaluated
by a professional civil engineer and to determine the procedure and design of repairs and
maintenance.
The purpose of this contract is to hire a qualified firm to perform professional services to
perform these requirements in an expedient manner. This project requires an on -call
service contract because different levels of inspection and testing may be required during
the inspection. In addition, by hiring on -call services, projects may proceed at much
faster rate. It is important that a highly qualified engineering firm be retained with
expertise specifically in coastal engineering services. The firms become very familiar
with the City's unique infrastructure that results in cost savings because of reduced
learning curves. To date, the City has retained individual on -call contracts for utilities
engineering, project management, construction management, traffic engineering and
street design.

Staff received proposals from several engineering firms and contractors for the proposed
work on the pier and interviewed the top two firms. Han- Padron Associates (HPA)
emerged as the top candidate and they are specialists in marine and coastal engineering.
Their qualifications, experience, and references indicate that they are a leader in this field
and continue to set the engineering standards that others follow. HPA uses in -house
engineers who are also commercially trained divers to perform all underwater inspection
work. Engineer- divers provide an efficient, unbiased, one stop, consistent source of
inspection, and engineer - divers have structural training and understand the technical
vocabulary and details. In addition, the proposed Han- Padron project engineers co-
authored the American Society of Civil Engineers (ASCE) Standard Practice Manual on
Underwater Investigations. All inspection work and reports submitted will be completed
in accordance with the ASCE manual guidelines.
Another benefit of Han- Padron Associates is their extensive relationship with various
contractors who perform pier repair work. They have been utilized by other agencies to
achieve more definitive estimates based upon both their engineering expertise and their
ability to consult with various contractors. Han- Padron Associates also comes highly
recommended from various other public agencies and are currently performing work for
coastal agencies all along the east and west coast.
Staff has negotiated hourly rates with Han- Padron Associates and their firm can perform
the work within project budgets set forth in the approved Capital Improvement Program
and the Engineering Division's internal budget. Prior to starting any work, the consultant
will submit a detailed task order scope, schedule, and overall project estimate as well as a
not to exceed cost. No work shall begin until written approval by the Director of Public
Works. Upon the completion of the inspections, Staff will bring final results and the
schedule of recommended courses of action to the City Council.
FISCAL IMPACT:
Funds are available in the Capital Improvement Program in Project No. 49715 for fiscal
year 2002/2003. In addition, $50,000 of unspent funds from fiscal year 2001 /2002 are
being carried over into this year. No work will be performed unless adequate funding is
available in the project budget.
RECOMMENDATION:
Authorize the City Manager to execute an on -call professional services agreement to retain
Han- Padron Associates to perform inspection and engineering evaluations of the Seal Beach
Municipal Pier and on -call coastal engineering services.
