Mayor ProTempore Sales commented on the speech that evening'of President of the United States, Gerald Ford, and requested that the citizens of Seal Beach join him in renewed , . dedication to this Nation. Councilman Blackman introduced several of the visiting Japanese students who were in the audience and Mr. Kannonji, Japanese instructor accompanying the students. Councilman Blackman read a letter he had received from the Mayor of Kagoshima expressing appreciation to the citizens of Seal Beach for their hospitality. CITY CLERK's CERTIFICATION OF EXAMINATION OF REFERENDUM PETITION PROTESTING ADOPTION OF ANIMAL CONTROL ORDINANCE NUMBER 930 City Clerk, Jody Weir, read her Certification of Referendum Petition dated August 8, 1974, stating that there were insufficient number of valid signatures to qualify for the ballot. I Blackman moved, second by Kenyon, to accept the City Clerk's Certification and receive same for filing. AYES: Blackman, Holden, Kenyon, Sales NOES: None ABSENT: McKnew Motion carried Ira Cohen, co-chairman of the Pet Owners Coalition, 1125 Fathom Avenue, stated that their group had retained Mr. Paul Gray as their attorney to express their views. Mr. Gray stated that his clients were opposed to cat licenses, California Animal Control Officer and the license fees and wished the matter to be placed on the ballot. Mr. Gray also voiced his clients complaint of their inability to petition in Leisure World. Mr. Gray indicated that this could be a legal issue. Discussion followed with members of the I Council and the City Attorney taking part. No further action was taken by the City Council. AYES: Blackman, Holden, Sales NOES: Kenyon ABSENT: McKnew Motion carried ORDINANCE NUMBER 940 - TAX RATE - 1974-75 Ordinance Number 940 was presented to Council by title "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, FIXING AND DETERMINING THE RATE OF TAXES TO BE LEVIED FOR MUNICIPAL PURPOSES OF THE CITY OF SEAL BEACH FOR FISCAt YEAR 1974-75, AND DECLARING THE URGENCY THEREOF, AND THAT THIS ORDINANCE SHALL TAKE EFFECT IMMEDIATELY." Denis Thomas, Finance Director, presented a report regarding I the setting of the 1974-75 tax rate to the City Council. The City Manager reported that there were additional funds available due to increased assessed valuation and the city's under estimated revenue and requested that the additional funds be encumbered for capital projects that were unfunded at this time. Mr. Courtemarche stated that the police facility would have high priority in his recommendations for said capital projects. Mr. Halldin, City Engineer, presented a report to the Council for a proposed increase in water rates. Holden moved, second by Kenyon, to waive further reading of Ordinance Number 942, deem that it has had first reading and be passed to I second reading. Discussion followed. Sales moved, second by Blackman, to table Ordinance Number 942 for consideration at the last meeting in September when the entire Council would be present. AYES: Blackman, Kenyon, Sales NOES: Holden ABSENT: McKnew Motion carried RESOLUTION NUMBER 2349 - REQUESTING INCREASED ALLOCATION - A.H.F.P. - DEVELOPMENT OF MARINA DRIVE ReSOlution Number 2349 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH REQUESTING THE COUNTY OF ORANGE TO INCREASE THEIR ALLOCATION FROM ARTERIAL I HIGHWAY FINANCING PROGRAM FOR THE DEVELOPMENT OF MARINA DRIVE BETWEEN TIiE SAN GABRIEL RIVER AND PACIFIC COAST HIGHWAY." Mr. Halldin, City Engineer, reported for the information of the Council that the improvements would include installing curbs, storm drains . 8-i,,2-7295 and pavement resurfacing. Blackman moved, second by Holden, to waive further reading and adopt Resolution Number 2349 as presented. YEO AS DEPUTY CITY TREASURER ON INTERIM BASIS." Mr. Morgan, City Treasurer, explained the need for the proposed resolution on an interim basis. AYES: Blackman, Holden, Kenyon, Sales NOES: None ABSENT: McKnew Motion carried ITEM "D" - PURCHASE - POLICE PATROL UNITS Councilman Kenyon discussed the ,change in the specifications for the requested pur.chase of ten police pat~l units and the expected hig~er resale value for ,the units., Kenyon moved, second by Blackman, to approve the specifications f~r the ten police ~atrol units and authorize the City Manager to obtain bids. ITEM "F" - RESOLUTION - CITY OF DOWNEY - STATE EMPLOYEE RETIREMENT SYSTEM- Councilman Sales requested that a similar resolution to that received from the City of Downey be prepared for this Council at next meeting. Sales moved, second by Blackman, to receive and file Resolution No. 2981 from the City of Downey re requesting members of the California Legislature to repeal and amend those sections of:the California Government Code pertaining to the State Empl~yee Retirement System for State Legislators who are no longer serving due to loss of I election or apportionment. NAVY - SEWERAGE SERVICE Councilman Blackman requested clarification of the Navy contract for sewerage service. The City Manager stated that this was a modification to the existing contract with the Navy for sewer service. Blackman moved, second by Sales, to approve the I modification to the Navy contract' for sewerage service and authorize the City Manager to execute the contract amendment. AYES: Blackman, Holden, Kenyon, Sales NOES: None ABSENT: McKnew Motion carried REPORT - ZONING - PROPOSED HEIGHT and SETBACK AMENDMENTS Mr. Neprud, Planning Director, presented a report for proposed height and setback amendments to the zoning ordinance for information of the Council. Discussion followed. It was the consensus of the Council to concur with 'the recommendations of the Planning Commission and Planning Department at this time. REPORT - OIL EXPLORATION IN THE SOUTHERN CALIFORNIA OUTER CONTINENTAL SHELF I Gary Johnson, Assistant City Engineer, reported on his attendance at meetings held by local officials in the Southern California coastal cities and counties regarding the proposed outer continental shelf lease sale for oil exploration. Mr. Johnson also submitted a report from the State Assembly on coastal zone resources for their information and requested if the city wished to take a position on the matter prior to the next meeting in mid August. Mayor ProTempore Sales announced that the League of California Cities had passed a resolution stating that they would support the prop9sed oil drilling only if appropriate safeguards would be insured. Discussion followed as to'availability of any - councilman to attend the next meeting with Mr. Johnson. I It was the unanimous consensus of the Council members present that this city's position would be to insure that appropriate safeguards be assured the coastal cities if the proposed 8-12-74 .. ,~l, 29.9 '. ... offshore oil drilling was approved and authorized Mr. Johnson to present this city's position. ANIMAL LICENSING DEADLINE Councilman Blackman requested clarification of a deadline date I for the licensing of animals. Discussion followed. Councilman Blackman stated that the Japanese press had been taking pictures of the visiting Japanese students in Seal Beach and that the films would be shown on 30 Japanese stations and would then be available for showing in Seal Beach in the near future. I Councilman Kenyon requested investigation of Ordinance Number 248, regarding the Finance Committee and the procedures of that Committee. The City Manager was directed to include a copy of Ordinance Number 248 along with his comments for revision of same in the next Newsletter. Councilman Sales informed the Council of upcoming County actions regarding the Prado Dam in relation to flood protection and that the Corps of Engineers had investigated the matter and prepared proposals and alternatives. Mr. Sales stated that public hearings would be held starting in the near future. Councilman Blackman stated that he would attend the Sanitation District meeting in the absence of Mayor McKnew.
