Dancs, P.E., Director of Public Works /City Engineer SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS FOR ANNUAL PAVING REHABILITATION FY 2002/2003, PROJECT No. 49673 SUMMARY OF REQUEST: The proposed City Council action will approve the plans and specifications, and authorize Staff to initiate the bidding process for the Annual Paving Rehabilitation Program, Fiscal Year 2002/2003, Project No. 49673. BACKGROUND: The proposed project will rehabilitate the pavement at the following street: • College Park Drive (South Harvard to North Harvard) The work will consist of grinding the edges of pavement adjacent to the curb, applying a leveling course, placing a rubberized chip seal, and then placing a layer of rubberized asphalt. Concrete curb, gutter and sidewalk repairs will not be done with this project because of insufficient funds available for this additional work. Concrete repair items will have to be scheduled within the $50,000 annual concrete repair program. • This local street was next on the priority ranking list in the previous pavement management system as approved by Council during the FY2001/2002 budget workshops. Priority ranking is based upon the condition of the pavement and the amount of traffic the streets receive. Staff is presenting for Council approval, the next update to the pavement management system which will determine next year's local paving projects as well as the overall priority ranking list. Staff has hired a specialty pavement management firm to evaluate the condition of the streets. These updates are done on a yearly basis since the condition of the streets and funding levels are not static. The plans and specifications were completed by in -house staff. Upon the successful bidding process and award of a contract, the project should be completed by the end of year. Agenda Item FISCAL IMPACT: The engineering opinion of probable cost for the project including design and construction management is estimated at $210,000. Funds in the amount of $150,000 are available in the 2002/2003 City's Capital Improvement Program from State Gas Tax. $35,000 is available from savings from the fiscal year 2001/2002 project and $25,000 is available from the Capital Project Management Account which are both funded by State Gas Tax. Any remaining funds would be reprogrammed for next year's street program as approved by City Council. RECOMMENDATION: Staff recommends that the City Council approve the plans and specifications, and authorize Staff to initiate the bidding process for the Annual Paving Rehabilitation Program, Fiscal Year 2002/2003, Project No. 49673 Prepared By: Rev' _ ed By: Mark .
