City Attorney, it was the consensus of the Council that any further
action on the matter should be deferred until the priority of the

ORAL COMMUNICATIONS
Mayor McKnew declared oral communications open. Jean Dorr, 231 -
6th Street, expressed her opposition to Proposition X on the November
ballot. There were no other oral communications; Mayor McKnew declared
oral communications closed.
EXECUTIVE PERSONNEL SESSION
The Mayor recessed the Council to Executive Personnel Session at
9:35 p.m. The Council reconvened at 10:10 p.m. with Mayor McKnew
calling the meeting to order and reported that the Council had
reviewed the Employees Association request for salary negotiations
and that no action had been taken by the Council.

Blackman moved, second by. Holden, to waive the reading in full of
all ordinances and resolutions, and that consent to the waiver of
reading shall be deemed to be given by all Council members after
reading of the title unless specific request is made at that time

REPORT - CITY YARD ENTRANCE
I
Mr. Halldin, City Engineer, reported on the Environmental Quality
Control Board request for consideration of relocation of the
entrance to the City Yard from Electric Avenue to First Street.
Mr. Halldin explained the costs involved in the project and
further stated that a study was under way for the complete
relocation of the City Yard and that said study would be completed
within the next six months. Mayor McKnew requested that no action
be taken on this matter until a-decision could be made whether to
change the entrance to the City Yard or relocate the City Yard
in entirety. Discussion followed. It was the consensus of the
Council that this matter come back to the Council for consideration
after completion of the study for relocation of the City Yard. The

City Manager was directed to provide information to the Environmental
Quality Control Board regarding plans for relocation of the City Yard.
PURCHASE - POLICE PATROL VEHICLES
Bids were received and opened by the City Clerk at 2:00 o'clock p.m.,
November 8, 1974, for the purchase of ten 1975 police patrol vehicles
as follows:

The City Manager reported that the Council had approved specification
changes and authorized re-bidding for the ten police patrol vehicles
at the October 29, 1974 meeting and recommended that the Council
accept the bid of Santa Ana Dodge.

Holden moved, second by Blackman, to award the bid for the
purchase of ten 1975 police patrol vehicles-to Santa Ana Dodge
in the amount of $46,124.30 as the lowest responsible bidder,
reject all other bids and authorize the City Manager to purchase
the vehicles.

COLLEGE PARK EAST SOUND BARRIER
Mr. Halldin, City Engineer, presented his memorandum dated October
31, 1974, relating that considerable homeowner interest in the
construction of a sound barrier along Almond Avenue had been noted.
Mr. Halldin stated that the cost for ~uch a project would be
$240,000 and outlined procedures whereby a special assessment

district could be formed to pay the cost of the project. The
potential of State contributions and City contributions through
gas tax funds was discussed. Lenghty discussion fo~l~wed
regarding procedures of petitioning for an assessment district.
Holden moved, second by Sales, to re~eive and file the report from
the City E,ngineer and that the City Council encourage the property
owners to express their interest in circulating a petition for the
sound barrier assessment district. It was stated t~~t the City
should provide information to the homeowners regarding cost and
funding.

PUBLIC HEARING - PROPOSED COMPREHENSIVE ZONING ORDINANCE
Mayor McKnew declared the public hearing open to consider adoption
of a proposed Comprehensive Zoning Ordinance to the Code of the
City of Seal Beach. The City Clerk stated that notices had been
posted ,as required by law and that no communications had been
