The City. Council of the City of Seal Beach met in regular
adjourned session at 8:00 o'clock a.m. with Mayor McKnew
calling the meeting to order with the Salute' to the flag.
ROLL CALL

BUDGET, STUDY SESSION
The City Manager presented his analysis of budget modifications
subsequent to Council budget study meeting, May 31, 1975 which
provided for a saving ,in the 1975-76 budget of $288,39l.if
implemented.. ren additional options were presented~y the Manager
for consideration of the Council as additional modifications to
the budget.
After deliberations on all points, the City Council gave the following
directions: Unanimously opposed No. 11 of the proposed modifications

reducing trash pick-up to onc~ a week; the majority Note gave ,direction
to provide an exemption for Utility Users Tax for residents over 65
years of age with an adjusted gross annual income of $3500; by
majority vote the COlUlcil opposed Item B of the options; unanimously

opposed Items C and D and by majority vote supported a l% across
the board cut to the General Fund for all departments; by majority
vote the Council voted to reduce the Fire Department over-time
budget by $2000; consensus of the Council directed the Manager to

confer with the Environmental Quality Control Board prior to
consideration of eliminating said Board; the majority of the Council
voted to review the Chamber of Commerce subsidy and directed the
Manager to procure the Chamber of Commerce budget before the official
budget hearing; majority vote of Council to retain membership in the
Orange County Intergovernmental Coordinating CoUncil; by majority
vote of the Council to eliminate payment to the Orange County Fair
Housing Council; and it was the consensus of the Council that no
action be taken regarding the request from the Senior Citizens
League for $5,000 and the West Orange County Hot Line for $60 per
month.
Mayor McKnew summarized the actions taken and commended the staff
for their presentations.
