The City Council of the City of Seal Beach, California met in
regular session at 8:00 o'clock p.m. 'with Mayor Sales calling
the meeting to order. Jim Redwine, Los Alamitos High School
student and Honorary Mayor for Youth Citizens Day. led the
Salute to the Flag at the request of Mayor Sales.

YOUTH CITIZENS DAY
Mayor. Sales introduced each of the Youth Citizen participants
from Huntington Beach High School and Los Alamitos High School
and presented them with a certificate of performance as th~

By order of the Mayor, Council recessed as each youth citizen
was seated in the chair of the City Official he represented

for the day and they proceeded to deliberate on the topic that
had been presented to them for consideration, "Animal Control-
specifically keeping and restraint of dogs in the City." Staff
reports were given and'six alternatives were discussed.
The motion was made, seconded and carried that the City
continue to prohibit dogs on the beach and increase enforcement
with periodic days of heavy enforcement.
Honorary Mayor, Jim Redwine, expressed appreciation to the City
of Seal Beach on behalf of all of the youth citizens for this
opportunity, with special thanks given to Mayor Sales and Mr.
Gaudio, Administrative Assistant.
The City Council reconvened their regular meeting with Mayor
Sales calling the meeting to order.
PUBLIC HEARING - CIRCULATION ELEMENT - MARINA DRIVE

Mayor Sales declared the public hearing open to consider an
amendment to the Circulation Element, Streets and Highways
of the General Plan, City of Seal Beach; Reclassification
of Marina Drive. The City Clerk stated that notices had been
posted as required by law and that no communications had been
received either for or against the matter. Mr. Neprud presented
the staff report and recommendations from the Planning Commission.
There were no communications for or against the matter from the
audience. Mayor Sales declared the public hearing closed.
RESOLUTION NUMBER 2212 - CIRCULATION ELEMENT - MARINA DRIVE

Resolution Number 2212 was presented to Council by title "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH
AMENDING THE CIRCULATION ELEMENT, STREETS AND HIGHWAYS, OF
THE GENERAL PLAN, CITY OF SEAL BEACH; RECLASSIFYING MARINA
DRIVE FROM A PRIMARY ARTERIAL HIGHWAY TO A SECONDARY ARTERIAL

PUBLIC HEARING - EXTENSION OF NONCONFORMING USE - TRAILER PARKS

Mayor Sales declared the public hearing open to consider an
amendment to Article 19, Sec. 1912 of the Zoning Appendix of the
Seal Beach City Code relatil!g.,tq non.,conforming trailer parks.
The City Clerk stated that notices had been posted as required
by law and that no communications had been received either for
or against the matter. Mr. Neprud presented the staff report
with recommendations. City Attorney, Winfie)d, stated that the
last line of Section 1 of the proposed ordinance relating to
this matter should read "the effective date of the ordinance
making it a nonconforming use." There were no communications
from the audience either for or against the matter. Mayor Sales
declared the public hearing closed.
ORDINANCE NUMBER 905 - EXTENSION OF NONCONFORMING USE - TRAILER PARKS

Ordinance Number 905 was presented to Council for first reading
by title "AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING SECTION
1912 OF ARTICLE 19 OF THE ZONING APPENDIX OF THE SEAL BEACH CITY

Ordinance Number 908 was presented to Council for first reading

ESTABLISHING NON-SUBDIVISION DEVELOPMENT STANDARDS AND
AMENDING THE CODE OF THE CITY OF SEAL BEACH." City Attorney,
Winfield, noted a corr.ection in the proposed ordinance, deleting
the word "on-site" from Section 6-2 (a). Blackman moved, second
by Holden to waive further reading of Ordinance Number 908, deem
that it has had first reading and be passed to second reading.

Proposed ordinance was presented to Council by title "AN
ORDINANCE OF THE CITY OF SEAL BEACH, COUNTY OF ORANGE, STATE
OF CALIFORNIA, ESTABLISHING A RECREATION, PARKS AND BEACHES
COMMISSION, AND DEFINING THE ORGANIZATION, POWERS AND DUTIES;
ESTABLISHING A RECREATION, PARKS AND BEACHES DEPARTMENT AND
DEFINING THE RESPONSIBILITIES AND DUTIES; AND CREATING THE
POSITION OF DIRECTOR OF RECREATION, PARKS AND BEACHES AND
ESTABLISHING A RECREATION AND PARK FUND."

Mayor Sales commended the Parks and Recreation Commission for
their efforts relating to the proposed ordinance and agreed
wfth the concept and asked that the City Attorn~ review the
proposed ordinance as it relates to the Charter. Barnes moved,
second by Holden to table the proposed ordinance to next

RESOLUTION NUMBER 2213 - EQUALIZATION OF COASTAL ZONE TAX
Resolution Number 2213'was presented to Council by title "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, URGING THE CALIFORNIA STATE LEGISLATURE TO ENACT
LEGISLATION THAT WILL EQUALIZE THE TAX BURDEN WITHIN THE
COASTAL ZONE WHICH IS NOW BEING BORNE SOLELY BY THE LOCAL
TAXPAYERS." Holden moved, second by McKnew to waive further
reading of Resolution Number 2213 with special commendation to
the staff for the additional information relating to Seal Beach
contained therein. Councilman Blackman asked that the resolution
be read in full. Councilman Holden withdrew his motion with
consent of the second. Resolution Number 2213 was read in
full.

2213 as read and that copies be sent to the coastal cities in
the Southern California area and the appropriate legislators.

CONSENT CALENDAR

Mayor Sales requested that Item "C" be removed from the Consent
Calendar and Councilman Holden 'requested that Items "G" and "H"
be removed from the Consent Calendar. Holden moved. second by
McKnew to approve the recommended action for items on the Consent
Calendar excepting Items "C". "G" and "H".
A. Approved regular demands numbered 14615 through
14763 in the amount of $230.892.30; payroll
demands numbered 8533 through 8710 in the amount
of $75,001.96 as approved by the Finance Committee
and that warrants be drawn on the Treasury for the
same.
B. Approved agreement between City of Seal Beach and
City of Santa Ana for participation in county-wide
Narcotic Task Force and authorized the City Manager
to execute.
D. Denied claim of Bernard Li for personal injuries and
referred same to the city's ~lisurance carrier.
E. Granted permission to applicants to operate retail
stands for the sale of fireworks; waived the license
fee; and authorized the City Manager to issue
business licenses.

damages and referred same to the city's insurance

REPORT - FUTURE ANNEXATION - SUNSET BEACH

Mr. Neprud reported that the Local Agency Formation Commission
would be considering the inclusion of Sunset Beach into the
Huntington Beach sphere of influence on June 13. 1973. Barnes
moved. second by Blackman, not to oppose the inclusion of Sunset
Beach into the Huntington Beach sphere of influence. Discussion
followed .

A memorandum from the City Attorney relating to bicycle path
regulations was received by Council. Discussion followed as to
effective procedures to obtain bicycle paths within the City.

to communicate with the appropriate State Department to establish
a criteria for traffic control. signing and general geometries
for a.legal bicycle trail within our City. copies of these
communications to be sent to our legislators in Sacramento.

PARKING PERMIT PROGRAM
Memorandum from the City Manager reviewing the parking permit
program was received by Council. Council discussed various
aspects of the parking permit program. Costs of parking on the
beach were discussed and it was the order of the chair with
consent of Council to direct the City Manager to conduct a
survey of beach parking fees. Requirements for proof of
residency were discussed. Holden moved. second by Sales that
the parking permit program be continued as presently in effect
and that annual stickers be issued from July 1 to June 30. that
the staff use its best judgment as to residency. Councilman
Barnes suggested that the parking permit fee be increased to
$2 to cover administrative and enforcement costs. Further
discussion followed.

REPORT - U.C.I. ON-CAMPUS TEACHING FACILITY
Mr. Gaudio. Administrative Assistant. presented a report giving
alternative courses of action that would be considered by the
Orange County Board of Supervisors and also a policy decision at
the State and University levels as it relates to Proposition 2
furids. . It was the general consensus that this is a policy decision
to be made by the County Board of Supervisors and asked to be
advised of its actions. Sales moved. second by McKnew to receive
and file the report.
