Discussion followed. Councilman Baum submitted for the record a news paper editorial from the Los Angeles Times, June 30, 1971: entitled "Bad Trend in Off-Shore Drilling". It was the order of the Chair with consent of Council to receive and file the communication from Standard Oil Company. ORAL COMMUNICATIONS The Mayor stated that this was the time for oral communications. Tom Brady, 1607 Electric Avenue, informed the Council of a hearing before the Los Angeles Planning Department regarding oil drilling. The Council directed the City Manager to attend the hearing. There were no other oral communications. Oral communications were closed. The meeting was called to order with the Salute to the Flag. r. 7-J9-71 '; 8 ROLL CALL Present: Mayor Holden Councilmen Baum, Hogard, Sales, Smith Absent: None Also present: Deputy City Attorney, Fritz Keeler City Manager, Bob MYers Assistant City Manager, Dennis Courtemarche I APPROVAL OF MINUTES Sales moved, second by Smith to approve the minutes of June 28, 1971 as amended with the correction noted in the public hearing that the witnesses were duly sworn in by the City Clerk, and the minutes of July 6, 1971 as presented. AYES: NOES: Baum, Hogard, Holden, Sales, Smith None Motion carried APPROVAL OF DEMANDS Demands numbered 13651 through 13664 in the amount of $148.00 and demands numbered 118 through 307 in the amount of $61,077.56 and payroll demands n~mbered 102 through 312 in the amount of $76,482.72 were presented to Council as approved by the Finance Committee. Sales moved, second by Baum that the demands be allowed and warrants drawn on 'the 1 Treasury for the same. Mr. Hogard stated that he would abstain as he had no opportunity to review said demands. AYES: NOES: ABSTAIN: Baum, Holden, Sales, Smith None Hogard Motion carried PRESENTATION - RECREATION DEPARTMENT Jack Osteen, Recreation Director, introduced to the Mayor and members of the Council, Derrick Whitting, a member of the National Surf Life Saving Association of South Africa. Mr. Whitting of Durbin, South Africa attended the World Seminar of the National Surf Lifesaving Association in Huntington Beach and spent a week with the Seal Beach Lifeguards observing their procedures and tee hniques. Lifeguard Captain Seymour explained the program to the Council and members of the audience. Mr. Whitting expressed his appreciation for the Seal Beach hospitality during his stay-in our City. ',1 7-19,?,719 I ORDINANCE NUMBER 852 - COUNCIL MEETING DATES Ordinance Number 852 was presented to Council entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING THE CODE OF THE CITY OF SEAL BEACH, ARTICLE 1, SECTION 2-1, RELATING TO COUNCIL MEETINGS AND DECLARING THE URGENCY THEREOF, AND THAT THE ORDINANCE SHALL TAKE EFFECT IMMEDIATELY." Discussion followed regarding the urgency of the Ordinance. Members of the audience spoke on the matter. The City Attorney read Ordinance Number 852 in full. Holden moved, second by Sales to adopt Ordinance Number 852 as read. , AYES: Holden, Sales, Smith NOES: Baum, Hogard Motion carried NOTIFICATION OF COUNCIL DATE CHANGE It was the order of the Chair with consent of Council that notification be sent to the Redevelopment Agency regarding the Council meeting day change. ORDINANCE NUMBER 853 - PUBLIC AND CLUB DANCES Ordinance Number 853 was presented to Council entitled "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, REGULATING PUBLIC AND CLUB DANCES HELD WITHIN THE CITY AND AMENDING THE CODE OF THE CITY OF SEAL BEACH BY THE ADDITION THERETO OF CHAPTER 19A ENTITLED "PUBLIC AND CLUB DANCES." Bill Robertson, 202 - 15th Street, spoke against the proposed Ordinance at come length. Sales moved, second by Holden to waive the first reading of Ordinance Number 853, deem that it has had first reading and be passed to second reading. Further discussion followed with members of the audience speaking on the matter. Deputy City Attorney Keeler stated that the Ordinance was valid on its face, in response to a question regarding enforceability of the Ordinance. Further discussion followed with members of the Council taking part. Holden moved, second by Sales that Ordinance Number 854 be passed to second reading. AYES: Baum, Holden, Sales, Smith I NOES: Hogard Motion carried Mayor Holden declared a ten minute recess at 10:10 p.m. .The meeting was reconvened at 10:20 p.m. with the Mayor calling the meeting to order. RESOLUTION NUMBER 2010 - REPEALING RESOLUTION NUMBER 1914 Resolution Number 2010 was presented to Council entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH REPEALING RESOLUTION NUMBER 1914 ENTITLED "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, STIPULATING THE ORIGINATOR OF FUTURE RESOLUTIONS AND ORDINANCES ADOPTED BY THE CITY COUNCIL BE DENOTED ON SAID I RESOLUTIONS AND ORDINANCES." RESOLUTION NUMBER 2011 - OPPOSING OVER SIMPLIFICATION OF TAX STATEMENTS Resolution Number 2011 was presented to Council entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, A CHARTER CITY, OPPOSING THE ELIMINAT10N OF SEPARATE LISTINGS OF TAXING ENTITIES AND THEIR APPORTIONMENT OF TAX MONIES ON THE TAX BILLS MAILED TO THE TAX PAYERS." I Holden moved, second by Hogard to adopt Resolution Number 2011. AYES: Baum, Hogard, Sales, Holden, Samith NOES: None Motion carried RESOLUTION NUMBER 2012 - SURFING REGULATIONS I Resolution Number 2012 was presented to Council. entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ESTABLISHING HOURS AND LOCATIONS FOR SURFING PURSUANT TO CHAPTER 4, ARTICLE l, SECTION 4-8 OF THE SEAL BEACH CITY CODE, AND RECINDING RESOLUTION NUMBER 1816, AND ALL RESOLUTIONS IN CONFLICT HEREWITH." I ORAL COMMUNICATIONS Albert DelGuercio, 4417 Birchwood Avenue, submitted a petition from College Park East residents to the Clerk as a matter of record, requesting traffic signals at Lampson and Candleberry Avenues. Barney Jeffreys, 3910 Rose Street, spoke regarding 7-19-71 / 7-27-71 :14: the same intersection problem. Jay Covington, 4557 Candleberry spoke regarding entrance and exit to the Southwest Regional Laboratory on Lampson and also spoke relative to the proposed pool in College Park East as submitted by the developer. , The Council requested the City Attorney to investigate the responsibilities of the developer regarding a public pool in the College Park East area. There were no other oral communications. Oral Communications were closed. I.
