Laboratory on Lampson and also spoke relative to the proposed
pool in College Park East as submitted by the developer.

The Council requested the City Attorney to investigate the
responsibilities of the developer regarding a public pool
in the College Park East area.
There were no other oral communications. Oral Communications
were closed.

The Council recessed to Executive Personnel Session at ll:20
p.m. and reconvened at 11:40 p.m.

Hogard moved, second by Smith to adjourn the meeting at 11:41
p,m.

Holden as presiding officer of the legislative body of the
City of Seal Beach, California, hereby calls and gives
notice of a Special Meeting of the City Council of the City
of Seal Beach to be held and convened at the hour of 8:00
o'clock p.m. on Tuesday, July 27, 1971, in the Council
Chambers, 211 - 8th Street, Seal Beach, California, in
accordance with the City Charter, Section 507 and Section
22932 of the Elections Code of the State of California, to
transact the following business:
1. Approval of the City Clerk's certification of
the canvass of results of the Special Municipal
Election held July 20, 1971
2. Adoption of resolution declaring the results of
the Special Municipal Election, July 20, 1971
3. Installation of the newly elected officer

RESOLUTION NUMBER 2016 - RESULTS OF JULY 20, 1971 ELECTION
Resolution Number 2016 was presented to Council entitled
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, RECITING THE FACTS OF THE SPECIAL MUNICIPAL
ELECTION HELD IN SAID CITY' ON THE 20th DAY OF JULY, 1971,
IN COUNCILMANIC DISTRICT III, DECLARING THE RESULTS THEREOF,
AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW." Mayor Holden

declared that the recall measure was successful and declared
Thomas E. Blackman elected as the person having the highest
number of votes in the event that the recall was successful.
Smith moved, second by Sales to adopt Resolution Number 2016.

INSTALLATION OF THE NEWLY ELECTED.. OFFICER
The City Clerk administered the Oath of Office to Thomas E.
Blackman, District Three, and presented him a Certificate of
Election. Mr. Blackman took his seat at the Council table with
congratulations from the Council and applause from the audience.
Mr. Blackman made a short statement.

Mayor Holden noted that the Council and those members of the
audience present should be informed of the issue regarding the
unification of the school districts and to contact their school
district for information.
