Joint Adjourned Meeting
Quality Control Board 7:30 p.m.
Mayor Holden called the City Council meeting to order. Chairman
Lindstrom called the Environmental Quality Control Board to
order and led the Pledge of Allegiance.

Mayor Holden indicates that Board Member Abramson is ill and will
not be able to attend.
DISCUSSION OF ROLE AND FUNCTION OF TIlE ENVIRONMENTAL QUALITY
CONTROL BOARD
Mayor Holden introduces himself and those Councilmen present to

the Members of the Environmental Board. Councilman Smith
arrives at 7:35 p.m. Chairman Lindstrom outlines purpose of
meeting. Councilman Barnes asks for a brief summary of what
the Board has accomplished. Chairman Lindstrom reads summary
of Board projects starting with the Riverfront Redevelopment
Agency Impact Report including Sewage Treatment Plant Report
and Traffic Flow Report. Lindstrom outlines accomplishments
including investigation of rat problems and following State
Legislation, the Board's work with the Regional Water Quality
Control Board, Leisure World Air Pollution Investigations,
Recycling Program; outlines Study of Off-Shore Drilling
Problem, Coastal Freeway Problem and work with Division of
Highways and Hosmer's Plan to Create a Wildlife Refuge; briefly
mentions Identification Sign Study. Mayor Holden asks if rat
problem has been resolved. Staff indicates it has. Board
Member Cunningham outlines report he gave to the Board several
months prior regarding traffic flow impact of implimentation
of RRA Plan, Cunningham indicates that present General Plan
revisions, judged by the Goals Statement, would effect the
conclusions of study; asks if the Council intends to develop
the Right-of-Way as open-space. Mayor Holden and Councilman
Sales respond in the affirmative. Board Member Singer indicates
that he is in favor of City acquisition of Right-of-Way.
Mayor Holden raises the question of the Board study of noise
ordinances. Discussion follows regarding same.
Councilman Sales indicates a desire to see the recycling
program continued and expanded. Mayor Holden comments.
Board Member Cunningham raises the question of Environmental
Board input on General Plan Revision. He is assured that the
Board will playa role in the revising process. City Manager
indicates that data collection has recently been completed.
Councilman Sales indicated that he would like the Environmental

Board to continue to review State Environmental Legislation and
submit monthly summaries regarding same to the City Council.
Those Councilmen present indicate that they concur. Pending
Coastline Legislation is briefly discussed.

The possibility of holding meetings at other points is
discussed with no conclusion being drawn.
Motion by Barnes, Seconded by Smith to adjourn the City
Council meeting, to November 8, 1971 at 7:15 p.m.
Motion by Cunnin9ham. seconded by Singer to adjourn the
Environmental Board meeting.

The City Council of the City of Seal Beach met in regular
adjourned session at 7:15 p.m. with Mayor Holden calling
the meeting to order with the Salute to the Flag.

summarized their annual audit report as presented to the
Council. Mr. Callahan elaborated on certain points as
requested by members of the Council. Mayor Holden expressed
appreciation on behalf of the Council for his report.
