ROLL CALL Mayor Holden Councilmen Barnes, Blackman, Sales. Smith Absent: None Present: Also present: Dennis Courtemarche, City Manager Fritz Keeler. Deputy City Attorney Jim VanDerhyden. Administrative Assistant Bill Murphy. City Engineer Bob Neprud. Planning Assistant Jack Osteen. Recreation Director PROPOSED PARADE ORDINANCE I The City Attorney presented copies of proposed Ordinance regulating parades as requested by Councilman Sales. Discussion followed. It was the order of the Chair with consent of Council to hold consideration of this matter over to next meeting. DISCUSSION - COLLEGE PARK EAST DEVELOPMENT At the request of Councilman Barnes. a lengthy discussion ensued regarding the College Park East development and the excessive lot coverage in that area. Mr. DelGuercio and Mr. Covington. from the College Park East area requested that the matter be referred to the District Attorney for study. Gordon Shanks, 215 Surf Place. requested information regarding average lot size. There was no action taken by the Council on this matter. ORDINANCE NUMBER 863 - ZONING - GARAGE DIMENSIONS I Ordinance Number 863 was presented for second reading by title "AN ORDINANCE OF THE CITY OF SEAL BEACH. CALIFORNIA. AMENDING THE CODE OF THE CITY OF SEAL BEACH, SECTION 1713 OF ARTICLE 17 RELATING TO GARAGE DIMENSION~ IN RESIDENTIAL ZONES." Holden moved. second by Blackman to waive further reading of Ordinance Number 863. AYES: NOES: Barnes, Blackman. Holden. Sales. A-8-11 FILED BY DONALD MILEK FROM PLANNING COMMISSION DENIAL OF VARIANCE NO. V-26-71 TO PERMIT A FAMILY ROOM ADDITION AT THE REAR OF A SINGLE FAMILY RESIDENCE WAlCH WOULD CAUSE ZONE LOT COVERAGE TO EXCEED MAXIMUM ALLOWABLE." Barnes Motion carried I RESOLUTION NUMBER 2063 - APPROVING PUBLIC IMPROVEMENTS - LAMPSON AVENUE Resolution Number 2063 was presented to Council by title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH APPROVING PUBLIC IMPROVEMENTS ON LAMPSON AVENUE INSTALLED AND CONSTRUCTED BY TURNER CONSTRUCTION COMPANY FOR THE SOUTHWEST REGIONAL LABORATORY. 4660 LAMPSON AVENUE. LOS ALAMITOS." Discussion followed. Mr. DelGuercio, College Park East. requested information regarding landscaping along Lampson Avenue. The Council directed the City Engineer to prepare a report on landscaping projects for information of the Council. Sales moved. second by Holden to waive further reading of Resolution Number 2063. Approved minutes of regular Council meeting. December 27. 1971. B. Approved regular demands numbered 1839 through 1842 and numbers 10101 through 10228 in the amount of $46.341.00; Transfers in the amount r' of $163,597.74; and payroll demands numbered 2226 through 2405 in the amount of $55.392.00. as presented and authorized that warrants be drawn on the Treasury for the same. C. Authorized the City Manager to execute an agreement between the City and Southern California Water District for water services . to Southwest Regional Laboratory. D. Authorized the City Manager to execute agreement with C & C Boats for use of pier landing facilities and tram service. (Renewal) E. Received and filed communication from Board of Supervisors. Motion carried REPORT - MOSQUITO ABATEMENT DISTRICT It was the order of the Chair with consent of Council to receive and file the report from Mr. Paul Boisvert. City I I representative to Mosquito Abatement District.'on activities of that District during the year 1971. COUNCIL DISCUSSION 1 Mayor Holden reported to the Council. as representative to Sanitation District No.3. Councilman Sales reported information regarding Orange County League of California Cities. Councilman Smith reported as the representative to S.C.A.G.. and Councilman Barnes reported as representative to the Ocean Shoreline Committee. REQUEST - E.Q.C.B. Kris Lindstrom. Chairman of the E.Q.C.B.. requested approval of the expenditure for monitoring noise levels in Seal Beach. Holden moved. second by Blackman to approve the expenditure of $350 for rental of monitoring equipment to provide data as to noise levels. as requested by the Environmental Quality Control Board. 1 AYES: NOES: Barnes, Blackman. REPORT - SIGNALIZATION It was the order of the Chair with consent of Council to receive and file the City Engineer's report on signalization of 5th and 12th Streets at Pacific Coast Highway and the traffic connect system. ORAL COMMUNICATIONS I Albert DelGuercio. College Park East. spoke regarding rules governing City Council meetings. Discussion followed. It was the consensus of the Council that copies of rules and procedures of Council meetings adopted by other cities be provided to members of the Council for their consideration. Jay Covington. College Park Ease, spoke regarding curb cuts on Lampson Avenue and any restrictions for future use. Councilman Sales spoke regarding the recycling center and moved that the E.Q.C.B. be directed to study the feasibility of a recycling center in the north end of town. Blackman 1.-,1 0-'72 . .
