The City Council of the City of Seal Beach met in regular session
at 8:00 p.m. with Mayor Holden calling the meeting to order with
the Salute to the Flag.

PUBLIC HEARING - ZONING - EATING ESTABLISHMENTS
Mayor Holden declared the public Mhring opened concerning
the proposed amendment to Articles 2. 10 and 17 of the
Zoning Appendix of the City Code establishing requirements
for various types of eating establishments. The City Clerk
stated that notices had been posted as required by law and
that no communications had been received for or against
the matter. Mr. Neprud presented the staff report concerning,.
this matter. There were no communications from the audience.
The Mayor declared the public hearing closed.
DISCUSSION - SEAL BEACH TRAILER PARK
Councilman Barnes stated that he had requested the discussion
upon the request of residents from the Seal Beach Trailer
Park. their concern was that the property owner had notified
them that their lease would expire June 30, 1972 and would
not be renewed.

Anna Bay, Michael C. Borg. Christine Agur. and Vincent Lamonico.
all residents of the Trailer Park. stated their desire to remain
in the Trailer Park'and requested Council assistance. Mayor
Holden stated that the Council was unanimous in their concern for

the Trailer Park residents but that the Council had no
jurisdiction over the property owner in this regard. The City
Attorney verified Mr. Holden's statement by stating that this
would be a private contract between the property owner and the
landlord. Further discussion followed with members of the Council
and members of the audience expressing their views. Holden moved,
second by Sales that th~ City Manager be directed to investigate
all possibilities of governmental agencies that could assist the
residents of the Trailer Park and further that a letter be sent over
his signature to the owner of the property on this matter.

Councilman Blackman spoke in support of the resolution
presented from the Environmental Quality Control Board. Mr.
Lindstrom, Chairman. spoke requesting Council support of their
resolution. Blackman moved. second by Sales. to receive and file
EQCB Resolution 72-3 and directed the City Manager to prepare a
resolution supporting the program regarding the relationship
between air pollutants and public'health in Orange County as outlined

The communication from the City of Huntington Beach urging
removal of the old Pacific Coast Highway Bridge was received.
Councilman Sales stated that he had contacted the Naval
Weapons Station on this matter, that it would be within their
jurisdiction and that said removal was not feasible at this

CITY ATTORNEY'S REPORT
The City Attorney's report on legal review of City Council
actions from April 1910 to April 1971 had been held over for
study by the Council from last meeting. Members of the
Council commented on the report and Mr. Winfield responded to
questions relating to public hearing procedure and those
remedial actions that had been taken to date. Sales moved.

COMMUNICATION - BIXBY RANCH COMPANY - PARK SITE
I
Communication from the Bixby Ranch Company regarding Council
action at last meeting relating to their property as a
proposed park si~e on Lampson Avenue, ~as received by Council.
Councilman Sales requested that an unbiased appraisal for the
subject Bixby property be obtained and suggested that other park
sites be considered across Lampson Avenue on the Los Alamitos
Air Station property and presented a map with the proposed sites
drawn thereon. Discussion followed. Sales moved. second by
Blackman. that the City Manager be directed to solicit proposals
for an appraisal of the 7.8 acres. the B~Xby property on Lampson

Sales moved, second by Blackman. that the City Manager contact'
the Los Alamitos Air Station and Congressman Hosmer regarding
the proposed Air Station property. Mr. McKnew requested that
the motion be amended to include assistance from the County
Planning Department, stating that there may be a County benefit
for parks. Discussion followed. Mr. Sales amended his motion
with the consent of the second, to include the request for
assistance from the County Planning Department on said property.

ORAL COMMUNICATIONS
Mayor Holden stated that this was the time for oral
communications. Mayor Holden reported that the Board of
Supervisors had agreed to purchase the truck trailers for
transportation of solid waste. thus saving the additional' cost
to Seal Beach residents. Gordon Shanks. 215 Surf Place, requested

information on the activity on the Department of Water and Power
property. The City Manager stated that this was a salvage
operation by the Department of Water and Power. Mr. Shanks
requested information regarding the Attorney General's
progress on excessive lot coverage. Attorney Winfield advised
that the report would be released upon receipt from the Attorney
General. Jay Covington, 4557 Candleberry Avenue, requested
information on the Heather ,Park condemnation. The Attorney
informed him that it was set for trial November 27. 1972. There
were no other oral communications, oral communications were closed.
