LANDSCAPE ORDINANCE I The City Council discussed the feasibility of adopting a landscape ordinance. It was the order of the Chair, with consent of Council that the City Attorney present at the next meeting, his recommendations for an enforceable landscape ordinance. EXECUTIVE SESSION - PERSONNEL and LEGAL Mayor Sales recessed the meeting at 8:45 p,m. for an Executive Personnel Session stating that the Council would not reconvene prior to 9:45 p.m. The City Council reconvened at 10:20 p.m. with Mayor Sales calling the meeting to order. LOT COVERAGE - COLLEGE PARK EAST The City Attorney reported that the City Council had directed the City Attorney and Staff to report to the Council as to remedial actions available to the Council to eliminate the I problem of excessive lot coverage to the homeowners in College Park East with the City Attorney's recommendations as to the same. 7 2tj~ ~ I Mr. Winfield reported that the Council had directed the City Attorney to take the necessary action required to recover underpayment of building fees from S & S Construction Company. ORDINANCE NUMBER 876 - PERSONNEL - HOLIDAYS Ordinance Number 876 was presented to Council by title "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, AMENDING SECTION 7-38, SUBSECTION (c), CHAPTER SEVEN, OF THE SEAL BEACH CITY CODE RELATING TO 'HOLIDAYS' ~" McKnew moved, second by Holden to approve the first reading of Ordinance Number 876 deem that it has had first reading and be passed to second reading. Councilman Blackman appointed James Bender to the Civil Service Board, term ending 1976. Councilman Barnes appointed Sue Smedley to the Environmental Quality Control Board, unexpired term ending 1973. Councilman McKnew appointed James C. Harrin9ton to the Environmental Quality Control Board for term ending 1976. Councilman Barnes appointed Frank Case to the Parks and Recreation Commission for term ending 1975, Councilman Sales appointed Allene Harding to the Parks and Recreation Commission for term ending 1975. Sales requested that Item "E" be removed from the Consent Calendar, McKnew moved, second by Holden, to approve the recommended action for items on the Consent Calendar excepting Items "I" and "E" as follows: I A. Approved the minutes of the regular City Council meeting of July 10, 1972, B. Approved regular demands numbered 12000 through 12174 in the amount of $201,359,53; and payroll demands numbered 4675 through 4956 in the amount of $75,361.41 and transfers in the amount of $338,352,24 as approved by the Finance Committee, that warrants be drawn on the Treasury for the same. C, Denied claim for damage to personal property (vehicle) in the amount of $4948 by Maria Z. Fe1dhous, claimant and insurance carrier to be notified. D. Referred to the Insurance Carrier, the suit for personal injuries in the amount of $100,000 by James White, Jr., claim previously denied by Council. I F. Approved an amendment to agreement between the City of Seal Beach and C & C Boats, Inc, and authorized the City Manager to execute, same. G. Approved specifications for Beverly Manor booster engine and authorized the City Manager to obtain bids for same. H. Granted extension of time of 45 days to William R. Hahn, as the lowest responsible bidder meeting specifications, in the amount of $27,490.00, reject all other bids and authorize the City Manager to execute the contract. K. Authorized a time extension to September 5, 1972 for Project 324, 325 and 366, Seal Beach alley improvement project, Don Hess, Contractor. ITEMS REMOVED FROM THE CONSENT CALENDAR ITEM "l" - ENGINEERING PROPOSALS - ALLEY IMPROVEMENT DESIGN The City Engineer provided further information regarding the need for engineering services for alley improvement design as requested by Mr, Holden. Discussion followed. Barnes moved, second by Blackman to authorize the City Engineer to solicit engineering proposals for the design of alley improvements as requested. Discussion followed. It was the 7-24-72 2'11 order of the Chair with consent of Council, to refer this matter to the Planning Commission for their consideration. ORAL COMMUNICATIONS 1 Mayor Sales stated that this was the time for oral communications from the audience. Mr. McKnm~ requested that the agenda be amended to consider an item resulting from his recent Sacramento trip. AYES: NOES: Barnes, Blackman, Holden, McKnew, Sales None Motion carried LEGISLATION - FREEWAY SOUND BARRIER I McKnew moved, second by Holden, that a resolution be adopted by the City Council of Seal Beach supporting the assembly resolution that shall be introduced by Assemblyman Burke requesting the Oepartment of Public Works, as'soon as possible, to construct a freeway sound barrier of experimental nature representing the optimum design presently available to the State for such sound barriers and that this action be transmitted by telegram to Mr. Burke immediately. Constitution Week." ~ PRESENTATION - PEDESTRIAN SAFETY - SOUTHERN CALIFORNIA AUTO CLUB Curt Sorenson, Manager of the Automobile Club of Southern California presented a Pedestrian Safety Citation to the City of Seal Beach for no pedestrian fatalities in the past year with his commendations. Mayor Sales accepted the Citation on behalf of the City. PUBLIC HEARING - OPEN SPACE ELEMENT TO GENERAL PLAN Mayor Sales declared the public hearing open concerning the adoption of an open space/recreation element to the City's General Plan.
