Ned Wilgus, 4809 Cand1eberry Avenue, and President of the College Park Homeowner's Association commended the Council on their action extending the moratorium on the 7.85 acre Bixby property and announced that a Santa Claus parade would be held in College Park East on December 17th. I Don Emerson, representing the Bixby Ranch Company, requested information regarding what actions would be taken during the moratorium period. Attorney Winfield outlined those procedures that would be taken by the Planning Commission and the Council. Gordon Shanks, 215 Surf Place, and President of the Historical Society, expressed his appreciation to the City for their assistance with their red car project. There were no other oral communications; oral communications were closed by the Mayor. D'Amico, Police Department Absent: PUBLIC HEARING - AMENDING ZONING CODE - SURFS IDE COLONY Mayor ProTempore Blackman declared the public hearing open concernin g the proposed amendment to the Zoning Appendix to the Code of the City of Seal Beach, Article 15B and Section 1801.1 of Article 18 relating to Surfs ide Colony. The City Clerk stated that notices had been posted as I required by law and that no communications had been received either for or against the matter. r~r. Neprud presented the staff report revi~,ing the actions of the staff, the Board of Directors of Surfside Colony and the Planning Commission regarding the proposed amendment.
