The City Council and the Planning Commission of the City
of Seal Beach met in regular adjourned joint session at
8:00 p.m. Chairman Ripperdan called the Planning Commission
meeting to order and deferred to Mayor Sales to chair the
joint session. Mayor Sales called the City Council meeting
to order. Sergeant-at-Arms Ed Wood led the Salute to the
Flag.

Mr. Courtemarche introduced Edward Haworth and his associates
Don Smith and Jack DeAngelo of Edward Haworth and Associates.
the planning consultants who would be preparing the Land Use
Element for the General Plan in Seal Beach.
Mr. Haworth defined the phases that would be presented by
his company on the Seal Beach Land Use Element and explained
that Phase I which was presented for this meeting was a basic
study for comparative purposes. Mr. Haworth stated that the
final report should be compl~ted in mid-June.
Mr. Smith and Mr. DeAngelo made a presentation with charts and
maps of the statistical data collected in the preliminary
state of development for the Land Use Element.
Mr. Haworth suggested that another joint session with the
Council and Commission would be helpful at a later time to
discuss the concepts of their analysis. He stated that the
tentative community goals dated October 27, 1971 would be
used as a guideline and requested that members of the City
Council and the Planning Commission comment on those goals.

Councilman Blackman referred to tentative community goals
number 7 and 11 regarding uses of the Pacific Electric Right
of Way and asked that alternative uses be considered in their
study for this area.
Mayor Sales stated that the tentative goals dated 1971
represented more of an open space attitude than was economically
snund for the city and asked that emphasis be placed on the
downtown area.
Further discussion continued with members of the Council.
Commission and Consultants taking part relating to land use,
meaningful open space and community deficiencies and potentials.
There were no oral communications from the audience.
Mayor Sales thanked Mr. Haworth and his associates for their
presentation on behalf of the City Council and the Planning
Commission.
Blackman moved. second by McKnew to adjourn at 10:00 p.m.
