The City Council of the City of Seal Beach, California met in regular session
at 8:00 p.m. with Mayor Gummere presiding. The meeting was cslled to order with
the Pledge of Allegiance.

APPROVAL OF MINUTES
Hamilton moved, second by Fuhrman, to approve the minutes of June 23, 1969, regular
adjourned meeting as presented.

APPROVAL OF DEMANDS
Demands numbered 6996 through 1159 of $184,214.60 including payroll of $51,011.54
as approved by the Finance Committee were presented. Anderson moved, second by
Dreis, that the demands be allowed and warrants drawn on the Treasury for the same.

COUNCIL ORGANIZATION:
Nominations were opened for the office of Mayor by order of the Chair. Councilwoman
Dreis nominated Mr. Hamilton to the office of Mayor. Anderson moved, second by
Fuhrman, that the nominations be closed and a unanimous ballot be cast for Mr.
Hamilton .

Mr. Hamilton accepted the gavel from Mr. GU1lllllllre. Hr. Hamilton presented to Lloyd
E. Gummere a plaque commemorating his two years as Mayor of the City of Seal Beach.
Kr. Gummere accepted the award with woFds of sppreciation. Mayor Hamilton spoke
briefly expressing the goals he hoped to achieve during his term of office as Mayor.
Nominations were opened for the office of Vice Mayor by order of the Chair. Hamilton
nominated Veda M. Dreis to the office of Vice Mayor. Gummere moved, second by Fubbman,
that the nominations be closed and a unanimous ballot be cast for Mrs. Dreis.

The Mayor appointed Mr. FUhrman as his alternate representative for Sanitation
District Number Three; Mr. Anderson as the City's representative to the West
Orange County Water Board; Mr. Fuhrman to serve with the Mayor as the Council's
Finance Committee; Mr. Fuhrman as the City's representative to the Los Alamitos
Education Council. Gummere to serve as alternate. Appointments to the
Southern California Association of Governments and the Transportation Agency
of Southern California were left open to a later time.
Resolution Number 1786 confirming the above appointments was presented by
title "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA,
CONFIRMING AND GIVING OFFICIAL NOTICE OF APPOINTMENTS BY THE MAYOR OF CITY
REPRESENTATIVES TO VARIOUS AGENCIES AND ORGANIZATIONS AND FOR CERTAIN DUTRB."
Gummere moved, second by Dreis, to adopt Resolution Number 1786.

PLANNING COMMISSION APPOINTMENTS
Nominations were open for appointment to the Planning Commission for the
expired term of Terry A. Barton. GUMmere nominated Terry A. Barton as a
member of the Planning Commission the term to expire June 30, 1973. Anderson
moved, second by Dreis, to close the nominations and a unanimous ballot be
cast for Mr. Barton.

Nominations were open for the appointment to the Planning Commission for the
expired term of William W. Lescher. Hamilton nominated C. F. Mike Knapp as
a member of the Planning Commission the term to expire June 30, 1973.
Fuhrman moved, second by Dreis, to close the nominations and a unanimous
ballot be cast for Mr. Knapp.

CIVIL SERVICE BOARD
Gummere moved, second by Hamilton, to reappoint Mr. Harold
Holden as a member of the Civil Service Board.

NOES: None Motion Carried.
BOARD OF APPEALS
It was the order of the Mayor that the appointment to fill
the vacancy on the Board of Appeals created by the appointment
of Mr. Knapp to the Planning Commission be held over to next
meeting.
ARCHITECTURAL REVIEW BOARD - TRACT 6345
It was the order of the Mayor that the present Architectural
Review Board for Tract 6345 be retained.
ORAL COMMUNICATIONS
The Mayor stated that this was the time for oral communications,
there being none, oral communications were closed.
CLAIM - BARBARA CARTER
Fuhrman moved, second by Dreis, that the claim of Mr. and Mrs.
William Carter on behalf of Barbara Carter be denied and that
the claimant and insurance carrier be notified of Council action.

CLAIM - CALIFORNIA CASUALTY COMPANY
Anderson moved, second by Dreis, that the claim of California
Casualty Company for auto ~epair damage be denied and that the
claimant and the insurance carrier be notified of Council action.

COMPLAINT - AD VALOREM TAXES
It was the order of the Mayor, with concurrence of Council, that
the complaint for recovery of Ad Valorem Taxes by Atlantic
Richfield Company, et aI, against the County of Orange, City of
Seal Beach, et aI, be referred to the Orange County Counsel.

ABC LICENSE TRANSFER
It was the order of the Mayor, with concurrence of Council,
that the person to person transfer, on-sale general alcoholic
beverage license, 13900 Bay Boulevard be received and filed.
HIGHWAY STUDY
It was the order of the Mayor, with concurrence of Council,

that the request for cooperation in highway study from the
State Division of Highways be referred to the City Manager
for futher information and recommendations.
COMMUNICATION
It was the order of the Mayor to receive and file the communi-
cation from San Francisco Bay Conservation and Development
Commission.
HARBOR DISTRICT - DISSOLUTION
Gummere moved, second by Dreis, that the Mayor and the City
Manager attend the Board of Supervisors meeting at wnich the
dissolution of the Harbor District matter is considered.

It was the order of the Mayor, with concurrence of Council,
that a resolution be prepared for consideration of Council
relating to Mobile X-Ray Units as reported from the League
of Cities Committee.

It was the order of the Mayor to hold for further information
the League of Cities report relating to the Orange County
General Planning report.
