Crumby P.E., Director of Public Works SUBJECT: APPROVE RED CURB MODIFICATIONS SUMMARY OF REQUEST: It is requested that the City Council approve the street striping modifications in Old Town Seal Beach and authorize staff to proceed with installation of improvements. BACKGROUND AND ANALYSIS: Old Town Seal Beach has narrow streets that were constructed over 50 years ago. Every available parking space in Old Town is needed and used. Personal vehicles have become wider since these streets were constructed and have therefore reduced the width of the driving lane. In July 2010 the Orange County Fire Authority (OCFA) notified the City regarding difficulties in responding to medical aid calls in Old Town. The issues include a lack of street width, and insufficient room at intersections to make turns. In the fall of 2010, three community meetings were held to discuss alternatives and solutions for the streets between 13 Street and 17 Street north of the Electric Avenue Greenbelt. On January 10, 2011 the City Council approved striping modifications within that area. Shortly after the City Council meeting, staff received residential calls opposed to one of the solutions stated at the City Council meeting. The opposed solution was to install a 4 inch white stripe 7.5 feet from the curb on both sides of the street on 13 through 17 Street from Electric Avenue to PCH. A community meeting was held to discuss alternatives and solutions regarding the same situation south of the Electric Greenbelt. The area targeted for these meetings lies south of Greenbelt, east of 12 Street, and north of Ocean Avenue. The problem lies in street width of Dolphin Avenue, Neptune Avenue, and the cross streets exiting onto Electric Avenue. Notices for this meeting were posted Agenda Item 1 Page 2 in local newspapers, at City Hall, and delivered to the residents. The meeting was held in the City Council Chambers on April 28, 2011. The City was represented by the City Manager's office, Public Works, Development Services, Police, and OCFA. Numerous solutions were discussed including street widening and implementation of permit parking. Street widening was not pursued due to cost of construction and a desire of the community to keep the parkways intact. Permit parking is not being considered at this time due to the necessity of acquiring Coastal Commission approval to implement permit parking within the Coast Zone. The action most favored by the community and staff is as follows: On the intersections of the cross streets with Electric Avenue, red curb will be extended beyond the intersection to allow for adequate turning radius for OCFA's fire equipment. A length of 20 -feet was established north of the Electric Avenue Greenbelt. This distance was calculated for the intersections of the numbered streets with Landing Avenue. Upon further analysis, the intersections with the Electric Greenbelt only need 15 feet of red curbing. The 20 -foot red curb will still be used for the intersection of Dolphin and Neptune. Both sides of the Electric Avenue will reflect the 15 -foot distance. Staff verified with OCFA and they have concurred with Staffs findings. Additionally, there have been numerous requests regarding the storm drain catch basins. The City has had a policy to paint the catch basins red in Old Town. This has been done due to the flooding that has occurred in the past. These have a particular impact to parking in Old Town with the addition of numerous catch basins. Our staff has had discussions with the California Joint Powers Insurance Agency regarding this issue and has found it to be acceptable to remove the red curbing in front of the catch basins. Those red curbs will be removed by City Maintenance crews this summer. Bids have been solicited for installation of the striping from companies that have performed well for the City in the past. Additionally, the City attempted to invite local companies to submit bids for the work. A list of the bids is as follows: Company Amount Superior Pavement Markings $2,485.60 American Asphalt South, Inc. $2,750.00 Orange County Striping $2,830.00 It is anticipated that if approved, installation of striping and red curbs will occur in July /August of 2011. Page 3 It has been requested within all of the public meetings held to re- examine the parking along the Electric Avenue Greenbelt. A public meeting will be scheduled in July. If the public desires a change to the layout of the parking along the Electric Avenue Greenbelt, the item will go to the Planning Commission in August and City Council for consideration and approval in September. ENVIRONMENTAL IMPACT: This project complies with all requirements of the California Environmental Quality Act and is found to be Categorically Exempt under Section 15301 (C). FINANCIAL IMPACT: Funds are available within the capital improvement contract professional services account — 045 - 333 - 44000. RECOMMENDATION: It is recommended that the City Council approve street striping modifications to Old Town Seal Beach and authorize staff to proceed with installation of striping improvements.
