SUBJECT: RECEIVE AND FILE UPDATE TO CITYWIDE STORM
DRAIN PROGRAM
SUMMARY OF REQUEST:
Receive and file update to the Citywide Storm Drain Program.
BACKGROUND AND ANALYSIS:
In December 2008 the City Council allocated $5 million in General Funds to
construct Storm Drain improvements throughout the City. The projects were
prioritized in accordance with the 2008 Master Plan of Drainage. This report will
summarize the expenditures of activities related to this allocation. A summary of
the projects and expenditures is as follows:

* Final invoices for Electric Avenue have not been received at this time. Staff
anticipates the number presented to be an estimation of the final cost.
These are some of the largest storm drain construction projects that have been
undertaken by the City and are a significant accomplishment. Even though only
$1.96 million remains from the original $5.0 million allocation, the current FY
2011/12 Budget and Capital Improvement document have $2,000,000 budgeted
for storm drain improvements. These improvements consist of two projects. The
two projects are described as follows:

Navy Drainage Easements SD1202
The FY 2011 -12 Budget and Capital Improvement documents have allocated
$200,000 for construction of the improvements within Navy Drainage Easements.
The City has several drainage easements that pass storm drain flow from
portions of the Hill and Old Town across the Navy and outlet into Anaheim Bay.
This drainage has been allowed via drainage easements that were executed in
November 1950. The easement has expired and the Navy requested
maintenance be performed within the drainage channels that convey the flow to
the Anaheim Bay, prior to extension of a new easement document. The City did
not have funding budgeted for this activity and the Navy graciously extended the
easement for one year to allow for funding and environmental documents to be
processed for the maintenance activity. It is anticipated that this project will
move forward in FY 2011 -12.
Citywide Storm Drain Improvements SD1201
The FY 2011 -12 Budget and Capital Improvement documents have allocated
$1,800,000 for construction of the next priority Storm Drain project within the
City. There are two priority projects to be considered for immediate delivery with
the available funding. Those projects are:
Storm Drain WE -1 Electric Avenue (Corsair Way to Marina Drive)
Storm Drain Improvements have been constructed to this drainage system within
Corsair Way (completed in 2006), and at the West End Pump Station (completed
in 2008). This portion of the existing drainage system does not carry a 10 -year
storm event. This project extends the increased flood protection up to Marina
Drive. The estimated cost within the 2008 Storm Drain Master Plan is $2.62
million. The two previous storm drain projects were completed at 20% below the
cost estimated within the Storm Drain Master Plan. Applying a similar factor will
bring this anticipated project cost down to $2.10 million. Additionally, a portion of
the construction will involve relocation of water and sewer facilities to
accommodate the storm drain system. Relocation of those facilities can be
funded by the water and sewer enterprise accounts. If the project cost exceeds
funding limits, this project can be augmented with funding from the
Redevelopment Agency as this project is located within and directly benefits the
Redevelopment Project Area.
Storm Drain CPE6 Ironwood Avenue at Guava Ave and Elder Ave
Storm Drain Improvements have been constructed on Lampson Avenue
(completed in 2005 and 2009). At both intersections of Ironwood Avenue with
Guava Avenue, and Ironwood Avenue with Elder Avenue, undersized storm drain
lines cross between private residential properties and drain across Lampson
Avenue to the Old Ranch Golf Course. The easements allowing those storm
drain lines are narrow (between properties). Upsizing of these lines will be
extremely difficult due to the proximity of housing foundations and have a severe
construction impact to those residents. Due to these challenges, the Master Plan
of Drainage has identified two projects to move this drainage flow out of the area

for a total approximate cost of $8.2 million. Staff has been reviewing the situation
and has come up with the below potential solution to solve the drainage problem
at a significantly reduced cost.
There are 10 properties that lie on the northern side of Ironwood Avenue
between Guava Avenue and Elder Avenue. Should one of those homes be
acquired by the City, an upsized storm drain can be constructed for a significantly
lower cost than the $8.2 million identified within the Master Plan of Drainage. It is
likely that this project can be constructed at a cost of under $1.0 million. This
property can also become a small pocket park for the community after the
construction is complete as the entire storm drain will reside underground. It is
estimated that those homes are currently valued at between $600,000 and
$700,000.
ENVIRONMENTAL IMPACT:
None with this action. This project will comply with all requirements of the
California Environmental Quality Act. Detailed information will be determined
and presented at the appropriate time as the project goes through design.
FINANCIAL IMPACT:
No action at this time.
RECOMMENDATION:
It is recommended that Citywide Storm Drain Improvements proceed as follows:
• Set aside $700,000 towards purchase of a property on Ironwood Avenue
for the purpose of constructing future storm drain improvements. These
funds will be allocated from the $1.8 million that has been budgeted for
project SD1201. When the next property is listed for sale, the City can
enter into negotiations and purchase the property for the appraised value
at that time.
• Begin design and construction on Storm Drain WE -1 within Electric
Avenue. Detailed cost estimates and funding alternatives will be brought
to the City Council at the time that plans and specifications are being
approved (prior to bidding).
