The I meeting was called to order with the Pledge of Allegiance. ROLL CALL Present: Mayor Anderson Councilmen Dreis, Fuhrman, GUllDllere, Hamilton None Absent: 'Planning Commissioners present: Mrs. Lanning, Mr. Knapp, Mr. Morris. JOINT STUDY SESSION - IIOUSING DEVELOPMENTS IN R-l AREAS. Members of the 'Planning Commission present and the Council discussed the control of remodeling projects in single family residential areas. Gummere moved to refer the matter to the Planning Commission with the recommeddation bfiat the Planning Commission set a hearing to amend the Zoning Ordinance to include Plan Review for all construction in the City with proper notification of those residents affected by the proposed construction, and to allow construction over side entry garages. The meeting was called to order with the Salute to the Flag. ROLL CALL Present: Mayor Anderson Councilmen Dreis, Fuhrman, Gummere, Hamilton Absent: None APPROVAL OF MINUTES 'Fuhrman moved, second by Dreis, to approve the minutes of November 17, 1969, as presented. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: Motion carried. None APPROVAL OF DEMANDS Demands g8375 through g8533 of $116,484.ll including payroll for November 17, 1969, of $47,719.20, were presented as approved by the Finance Committee. Fuhrman moved, second by Hamilton, that the demands be allowed and warrants drawn on the Treasury for the same. AYE~: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. PUBLIC HEARINGS Mayor Anderson asked that the City Attorney conduct the public hearing. The City Attorney stated that this was the time and place for a hearing to be held concerning the appeal of Richard and Laurs Gunnarson from decision of Planning Commission denying Variance 34-69. The City Clerk stated that notices had been posted as required by law and that no communications had been received for or against the matter. Carl Irwin, Architect, spoke on the matter. There were no other communications. The Mayor declared the public hearing closed. Gummere moved, second by Fuhrman, to refer the appeal of Richard and Laura Gunnarson back to the Planning Commission for action on December 3, 1969. PU/lLIC'HEARINGS The City Attorney stated that this was the time and place for a public hearing to be held concerning proposed taxi cab fares as stated in the letter from San Francisco Avenue, Inc. The City Clerk stated that all notices had been posted as required by law and that no communication had I been received for or against the matter. Cene 'Parrish , Vice PreSident, San Francisco Avenue, Inc. spoke on the matter. There was no other communication. The Mayor declared the public hearing closed. Fuhrman moved, second by Dreis, to approve the proposed taxi cab fares as requested in the letter from San Francisco Avenue, Inc. to be effective December 5, 1969. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. ORAL COMMUNICATIONS Mayor Anderson stated that this was the time for oral communications. Albert Del Guercio, College Park East, spoke on the condition of the streets in his area. The City Manager advised that repair was to commence this week. I RESOLUTION 1817 - DELTA PERIPHERAL CANAL Resolution Number 1817 was presented by title, "A RESOLUTION OF THE CIT'\'; COUNCIL OF THE CITY OF SEAL /lEACH, CALIFORNIA, SUPPORTING THE DELTA PERIPHERAL CANAL." Dreis moved, second by Fuhrman, to adopt Resolution Number 1817. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. , 1012-1-69 ORDINANCE NUMBER 794 - CMH BM;IS WORKING CAPITAL 1'UND Ordinance Number 794 was presented for first reading by title, "AN ORDINANCE OF THE CITY OF SEAL BEACH, CALIFORNIA, ESTABLISHING A CASH BASIS WORKING CAPJ;TAL FUND AND APPROPRIATING MONIES THERETO." Gummere moved, second by Dreis, to waive the first reading of Ordinance Number 794, deem that it has had first reading and be passed to second reading. Discussion followed. Mr. Fuhrman moved that the ordinance be amended to include investing at the best reasonable available yield. The motion lost for need of a second. The Mayor called for roll call on the original motion. AYES: Anderson, Dreis, Gummere, Hamilton NOES: Fuhrman Motion carried. ORDINANCE NUMBER 795 - VEHICLE DEPRECIATION FUND Ordinance Number 795 was presented for first reading by title, "AN ORDINANCE OF TIlE CITY OF SEAL BFACH, CALIFORNIA, ESTABLISHING A VEHICLE DEPRECIATION AND REVOLVINC FUND AND APPROPRIATING MONIES THERETO." Discussion followed. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. AGREEMENT - SOUTHERN CALIFORNIA WATER COMPANY The Agreement between the City of Seal Beach and the Southern California Water Gompany providing water service to Tract Number 5868 Los AlamitoA was presented to Council. Hamilton moved, second by Dreis, to approve the agreement as presented. AYES: Anderson, Dreis, Gummere, Hamilton NOES: Fuhrman Motion carried. AWARD OF BID - PROJECTS 319 & 321 A memorandum from the City Engineer giving recommendation regarding bids for Projects 319 and 321, Traffic Signal Systems at intersection of St. Andrews Drive and Seal Beach Boulevard and the intersection of Rose St. and Lampson Avenue was received. Fuhrman moved, second by Dreis, to award the bids for Projects 319 and 321 to Steiny & Mitchel, Inc. in the amount of $28,9l9.0~ declare them the lowest qualified, responsible bidder, reject all other bids and authorize the City Manager to execut~ the contract. NmIDICE OF COMPLETION - PROJECT 113 It was the order of the Mayor, with concurrence of Council, to withdraw this item from the Agenda as requested by the City Manager. PROPERTY TAX EXEMPTION - COOPERATIVE HOUSING The communication from the City Manager relating to support of legislation for Cooperative Housing Development property tax exemption was received. Gummere ,moved , second by Fuhrman, that this Council support legislation giVing tax relief to cooperative housing developments. I PUBLIC HEARING SET - ?ONING D01~ CHEMICAL PROPERTY Anderson moved, second by Immilton, to set a public hearing concerning change of zone from M-2, Heavy Manufacturing, to R-4, High Rise Residential zone on Dow Chemical property (Planning Commission Resolution 380) for 8:00 p.m. December 15, 1969, in Council Chambers. AYES: Anderson, Dreis, Fuhrman, Gummere, Immilton NOES: None Motion carried. fACIFIC LIGHTING - BOND EXONERATION The communication from Pacific Lighting Service Company requesting exoneration of Bond Number 959596 covered by Ordinance Number 132. Ordinance Number 686 now supersedes Ordinance Number 132. Fuhrman moved, second by Anderson, to exonerate Bond Number 959596 I as requested. NOTICE OF HEARING - LAFCO It was the order of the Mayor, with concurrence of Council, to receive and file the notice of hearin~ from the Local Agency Formation Commission regarding Annexation Number 10 to the City of Los Alamitos. 12-1-69 , , "2 NOTICES - ARMY CORPS OF ENGINEERS It was the order of the Mayor, with concurrence of Council, to receive and file the notice of application by Southern California Edison Company to install a conduit seaward. It was the order of the Mayor, with concurrence of Council, to receive and file the notice of application by Pacific Telephone and Telegraph Company to install a submarine telephone cable. , RESOLUTION NUMBER 1818 - "TOPICS" HIGHWAY TRAFFIC Resolution Number 1818 was presented for Council consideration by title, " A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA RECOMMENDING THAT THE COUNTY OF ORANGE BE DESIGNATED AS THE COORDINATING AGENCY FOR THE "TOPICS" PROGRAM." COMMUNICATION - GABLE TELEVISION It was the order of the Mayor, with concurrence of Council, to receive and file the communication from the County of Orange, Education'Center, relating to cable television in school districts. AGREEMENT - LOS ALAMITOS WATER DISTRICT It was the order of the M~yor; with concurrence of Council, to withdraw this item from the Agend, as requested by the City Manager. ~EQUEST FOR LEAVE Dreis moved, second by Fuhrman, to grant leave of absence to Mayor Anderson for January 5, 1970. I, I ,I 12-1-6973 I AGREEMENT - PIER CAFE Hamilton moved, second by Gummere, to authorize the City Manager in conjunction with the City Attorney to take such steps as are necessary to terminate the agreement with the sublessee of the Pier Cafe if violations are not corrected. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. The City Manager read the communication from the League of California Cities relating to coastal zones. It was the consensus of Council after discussion that a meeting be arranged with the Coastal Cities in our area to discuss the matter. Hamilton move4, second by Fuhrman, to amend the Agenda to include the proposed resolution relative to the Ad Hoc Park Committee.
