The City Council of the City of Seal Beach, California met in regular
session with Mayor Anderson presiding. The meeting was called to order
with the Salute to the Flag.

Hamilton moved, second by Fuhrman, to approve the minutes of January 5,

APPROVAL OF DEMANDS
Demands numbered 8774 through 8896 of $66,401.51 were pre~ented as
approved by the Finance Committee. Fuhrman moved, second by Dreis,
that the demands be allowed and warrants drawn on the Treasury for the

PUBLIC HEARINGS
The Mayor requested that the City Attorney conduct the three public
hearings sbheduled at this time.
The City Attorney stated that this was the time and place for a public
hearing to be held concerning the proposed vacation of a portion of
Marina Drive. The City Clerk stated that all notices had been posted
as required by law and that no communications had been received for or
against the matter. There was no communication from the audience. The
City Manage~ referred to Planning Commission Resolution 351 recommending
the vacation. The Mayor closed the public hearing.

RESOLUTION NUMBER 1827 - VACATION OF PORTION OF MARINA DRIVE
Gummere moved, second by Fuhrman, to adopt Resolution Number 1827
entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH
ORDERING VACATION OF A PORTION OF MARINA DRtvE AT ITS INTERSECTION WJ.TH
FIFTH STRRET IN THR CITY OF SEAI. R"ACH."

The City Attorney stated that this was the time and place for a public
hearing to be held concernin~ amendment to the zonin~ ordinance, Ordinance
Number 628, the Land Use Ordinance, by amending sections 1810.2 and 2503.
The City Clerk stated that notices had been posted as required by law and
that no communications had been received either for or~against the matter.
There was no communicat~on from the audience. The City Manager asked for
clarification regarding minor changes. Rob Neprud of the Planning Department
stated that the policy of the Planning Commission that minor changes be
approved by the Building Inspector. There was no other communication.
The Mayor closed the public hearing.
OqnINANCE N~!lIER 804 - AMENDING LAND U~E ORDINANCE
Ordi,nance Number 804 was presented for first reading by title, "AN ORDINANCE
OF THE CITY OF SEAL BEACH AMENDING SECTIONS 1810.2 AND 2503 OF. ORDINANCE 628-
THE LAND USE ORDINANCE."
It was the order of the Chair, with concurrence of Council, to hold this
ordinance over to next meeting for ch~nge in wording.
Public Hearing - Sidewalk repair.
The City Attorney stated that this waR the time and place for a public
hearing to be held concerning cost for sidewalk repair. The Assistant
City Engineer stated that notices had been pORted as required by law and
that no communications for or a~ainst the matter had been received. There
was no communication from the audience. The Mayor closed the public hearing.
RESOLUTION NUMBER 1828 - SIDEWALK REPAIR
Resolution Number 1828 was presented by title, "A RESOJ.UTION OF THE CITY
COUNCIL OF THE CITY OF SEAT. BEACH CONFIRMING TIlE SUPERINTENDENT OF STREETS'
REPORT OF COST FOR SIDEI~ALK REPAIR."
Fuhrman moved, second by Gummere, to adopt Resolution Number 1828.

I Presentation - SEAL BEACH JUNIOR WOMEN!S CLUB
Joyce Risner, President of the Seal Beach Junior Women's Club stated that
the presentations were asresult of the Seal Besch Beautiful Campaign
conducted by the Club and introduced Iva Sloane, who presented the City with
a check for $150.00 for the completion of playground equipment previously
donated by Frank Hale; Lila Nicholson, who presented a check of $50.00 to
the City for landscaping the\new Fire Station; and Gayle Knapp, who presented

a check of $200.00 to the City for New Zealand Christmas Trees to be
planted along Ocean Avenue. ~~yor Anderson accepted on behalf of the
City with words of appreciation.
ORAL COMMUNICATIONS
Hayor Anderson stated that this was the time for oral communications,
there being none, oral communications were closed.
RRSOLUTION NUMBER 1829 - HONORING LEE HOWARD
Dreis moved, second by Fuhrman, to adopt Resolution Number 1829 entitled
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAl. BEACH, CALIFORNIA,
A CHARTER CITY, PAYING TRIBUTE TO FOID-fER CHIEF OF POLICE, LEE HOWARD."

RESOLUTION NUMBRR 1830 - HONORING RAYMOND HARBOUR
Fuhrman moved, second by Dreis, to adopt Resolution Number 1830 entitled,

The donation of Fifty dollars for playr,round equipment from the Marina
Business and Professional Women's Cluh was accepted with appreciation by
the Council.
COMMUNICATION-COASTAL DEVEJ.OPMENT
The Communication from Lieutenant Governor Reinecke givinr. notice of a
meeting rer.arding coastal development. Gummere moved, second by Dreis,
that the City Manager and any Councilman who can attend be our represen-
tatives at this meeting.

COMMUNICATION - SOUTHERN CALIFORNIA WATER COMPANY

It was the order of the Chair to receive and file the communication from
University of California Irvine re~arding air and ground transportation needs.
AGREEMENT - STATE DEPT. OF FINANCE
Gummere moved, second by Fuhrman, to approve the agreement with the ~tate
Department of Finance for population estimate~and authorize the City Mana~er
to execute.

ORDINANCE NUMBER 802 - PP-l~69
Ordinance Number 802 was presented for second reading by title, "AN ORDTNANCE
OF THE CITY OF SEAL BEACH ESTABLISHING ALLOWABLE LAND USES APPLICABLE TO
CERTAIN PROPERTY BY ADOPTING A PRECISE PLAN NO. PP-1-69." Len~thy discusd6n
follmied with Mr. Hamilton expressing concern regarding the traffic problem
at Fiwst Street and Pacific Coast Highway and the possibility of further
negotiation with developer for participation in purchase of land for First
Street. The City Attorney noted that Mr. Anderson was not present at the

on this ordinance over to next meeting, that this Council meet with the
developer previous to next meeting to ne~otiate the possibility of their
participation in the land purchase for Fir.st Street.

Fuhrman moved, second by Dreis, to waive, the second reading of Ordinance
Number 803, deem that it has had second reading and be passed to adoption.

YOUTH PARTICIPATION IN GOVERNMENT
It was the consensus of the Council that,the City Mana~er investi~ate
the possibility of a Youth Participation in Government program in the
City, for consideration of Council at next meetiny..
COMMUNICATION - ~~y JANE DENISON
I
The communication ,from Mary Jane Denison was received relative to vacation
of easement on Seal Way. The City Attorney recommended that the Council
hold this item until the other properties with similar easements were
contacted regarding vacation. It was the consensus of the Council to hold
this matter over and that the City Mana~er inform Mrs. Denison of the action
being taken.
DRAFT-CAPITAL PROJECT PRmORITIES
It was the order of the Chair to hold this item for Council study to next
meeting.
PUBLIC HEARING SET
It was the order of the Chair to set a public hearing for 8:00 p.m.,
February 2, 1970, in Council Chambers concernin~ amendment to the Zoning
Ordinance Number 628 by zoning that portion of the city which lies west of
the San Gabriel River and South of ~Iarina Drive C-l, Service Commercial Zone.

COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, APPROVING PARTICIPATION
BY LOCAL HOUSING OWNERS IN THE FEDERAL RENT SUPPLEMENT PROGRAM." Lengthy
disucssion followed with Mr. Robert Hirsch, 15233 Ventura Boulevard, Sherman
Oaks, developer of proposed project, taking part. Hamilton moved, second
by Fuhrman, that Mr. Hirsch supply Council with clarification of the
