The meeting was called to order with the Salute to the Flag. Present: Mayor Anderson Councilmen Dreis, Fuhrman, Gummere, Hamilton None I ROLL CALL Absent: APPROVAL OF MINUTES Fuhrman moved, second by Dreis, to approve the minutes of January 19, 1970 regular meeting, as presented. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. APPROVAL OF DEMANDS Demands numbered 8897 through 9023 of $139,379.09 including payroll of $52,629.07 were presented as approved by the Finance Committee. Fuhrman moved, second by Gummere, that the demands be allowed and warrants drawn on the Treasury for the same. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamil ton I NOES: None Motion carried. PUBLIC HEARING - ZONING Mayor Anderson opened the public hesring concerning zoning for portion of the City which lies west of San Gabriel River and south of Marina Drive Service Commercial Zone, C-I. James Plooster, Deputy City Attorney, conducted the public hearing. The City Clerk stated that all notices had been received for or agaiBst the matter. There was no communication from the audience. The Mayor declared the public hearinR closed. ORDINANCE NUMBER 806 - ZONING - C-l Ordinance Number 806 was presented for first reading by title, "AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING ORDINANCE NUMBER 628 (ZONING) WITH THE AMENDMENT OF THE OFFICIAL ZONING MAP BY ZON,llNG THAT PORTION OF THE CITY I WHICH LIES WEST OF THE SAN GABRIEL RIVER AND SOUTH OF MARINA DRIVE, C-l, SERVICE COMMERCIAL ZONE." Gummere moved, second by Fuhrman, to waive the first reading of Ordinance Number 806, deem that it has had first reading and be passed to second reading. Mrs. Frances Clinton indicated that she would like to speak when Item 7 of the Agenda was being considered by Council. There were no other communications, the Mayor declared oral communications closed. NOTICE OF HEARING - STATE DIVISION OF WATER QUALITY It was the order of the Mayor to receive and file the notice from the State Division of Water Quality regarding grant applications under the Federal Water Pollution Control Act. NOTICE - LAFCO It was the order of the Mayor to rece~ve and file the notice from the Local Agency Formation Commission relating to proposed exclusion of the City of La Palma from the Cypress Recreation and Park District, and formation of the La Palma Recreation and Park District. NOTICE - GAS COMPANY MERGER It was the order of the Mayor to receive and file the communication from Southern California Gas Company and Southern Counties Gas Company regarding application for merger of the two companies. COMMUNICATION - NAVAL AIR STATION It was the order of the Mayor to receive and file the communication from the City of Garden Grove clarifying their position on Naval Air Station expansion. COMMUNICATION - SCAG The communication from the Southern California Association of Governments giving notice of their Annaul General meeting, Wednesday, February 18, 1970, was received. Mr. Fuhrman and Mr. Hamilton indicated they would go to this meeting. ' NOTICE - PUC I It was the order of the Chair to hold for further study the notice from the Public Utilities Commission of hearing on investigation into requirements for locating electric facilities in Southern California. (PUC Case No. 9015). REQUEST - SEAL BEACH REPUBLICAN WOMEN FEDERATED The communication from the Seal Beach Republican Women Federated requesting permission to place a sand sculpture of President Eisenhower at the Dwight D. Eisenhower park was recieved. Mrs. Frances Clinton informed the Council that . . 2~2:"70 100 the artist would present a miniature of the proposed sand sculpture at a luncheon to be held June 4, members of the Council were invited to attend. Fuhrman moved, second by Dreis, to grant permission to the Seal Beach Republican Women Federated for the Eisenhower memorial as requested. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. REQUEST - Ii.EAVE OF ABSENCE Dreis moved, second by Fuhrman, to grant the leave of absence to Marilynn B. Campos for six months effective March 16, 1970, as requested. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: None Motion carried. REQUEST - LEAVE OF ABSENCE Fuhrman moved, second by Hamilton, to grant a leave of absence to Jerry G. Schoenenberger from March 16, 1970 to June 30, 1970, as requested. IIPPLICATlONS - STANDARD OIL COMPANY Applications for permit for preliminary exploratory area and well from Standard Oil Company of California, Western Operations, Inc. was received. Gummere moved, secodd by Hamilton, to refer the applications to the City Manager for report. AYES: Anderson, Dreis, Fuhrman, Gununere, Hamilton NOES: None Motion' carried. COMMUNICATION - "TOPICS" FUNDS It was the order of the Mayor to receive and file the communication from the State Department of Public Works regarding apportionment of funds to the City of Seal Beach relative to the Traffic Operation Program to Increase Capacity and Safety program. REPORT - OFFSHORE OIL DRILLING AND PRODUCTION The report from the City Manager relative to the meeting held January 23, 1970, on offshore oil drilling and production wes received. Discussion followed. It was the order of the Chair that a resolution be prepared listing those objectives as outlined the last paragraph Of the.report. ,', I~ I I I I I 2-2-7,0 ~n1 REPORT - COASTAL SHORELINE PRESERVATION The report from the City Manager on the conference at Sacramento, January 29, 1970, regarding California Coastal Shoreline Preservation was received. Discussion followed. It was the order of the Chair that a resolution be prepared expressing this Council's views for local control of coastal development and supporting Supervisor Baker in his stand on the matter. REQUEST - SEAL BEACH SWIM CLUB The communication from the Larry Kleinhans, President, Seal Beach Swim Club requesting permission to hold their Second Annual Rough Water Swim was received. Hamilton moved, second by Gummere, to grant permission to the Swim Club as requested and authorize the City Manager to coordinate with the Club 'for required assistance. ACCEPTANCE OF DEED Fuhrman moved, second by Dreis, to accept the Quit Claim Deed from Kay Frances Kensinger for Pier restaurant premises. AYES: NOES: Anderson, Dreis, Fuhrman, Gummere, Hamilton None Motion carried. PIER RESTAURANT Council policy on rental of pier restaurant facilities was discussed at length. Deputy City Attorney, James Plooster, recommended legal procedure. Fuhrman moved, second by Hamilton, to authorize the City Manager to advertise immediately for bids for the pier restaurant faCility on a month to month basis, AYES: NOES: Anderson, Dreis, Fuhrman, Gummere, Hamilton None Motion carried. PETITION - BUS SERVICE Gummere moved, second by Fuhrman, that the petition from the Rossmoor Center Businessmen's Association, Inc. requesting exten~on of the present bus service be held over for consideration at budget study session. AYES: NOES: Anderson, Dreis, Fuhrman, Gummere, Hamilton None Motion carried. ijt\22-2'-70 LEAGUE OF CITIES MEETING - HARBOR DISSOLUTION Gummere moved, second by Anderson, that this Council attend the meeting February 12, 1970, of the League of California Cities and that they go on record affirming the past policy of this Council relative to the dissolution of the Harbor District, in cooperation with the Orange County Board of Supervisors in their resolution. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: Motion carried. None ORDINANCE NUMBER 804 -ZONING Ordinance Number 804 was presented to Council for first reading by title, "AN ORDINANCE OF THE CITY OF SEAL BEACH AMENDING SECTIONS 1810.2 AND 2503 OF ORDINANCE 628 - THE LAND USE ORDINANCE." Hamilton moved, second by Fuhrman, to waive the first reading of Ordinance Number 804, deem that it has had first reading and be passed to second reading. AYES: Anderson, Dreis, Fuhrman, Gummere, Hamilton NOES: notion carried. None PROCLAMATION Mayor Anderson proclaimed the March 1 through March 7, 1970, to be "Seal Beach Safety Week" as requested by the Women's Club of Seal Beach.
