The Communication fromthe City Manager ~egarding discontinuance
of bus transportation in Los Alamitos School District was received.
The matter was 'discussed at length by the Council. It was the
consensus of the Council that the Los Alamitos School Board and

the City Council meet early in April to cons~der solutions to
the problem.

The City Council of the City of Seal Beach, California met in
regular session with Mayor Anderson presiding. The meeting was
called to order with the Salute to the Flag.

APPROVAL OF MINUTES
Fuhrman moved, second by Dreis, to approve the minutes of March

I APPROVAL OF DEMANDS
Demands numbered 9263 through 9394 of $83,948.59, including
payroll of $48,664.33, were presented as approved by the Finance
Committee. Fuhrman moved, second by Gummere, that the demands
be allowed and warrants drawn on the Treasury for the same.

PUBLIC HEARING- V-3-70
Mayor Anderson stated that this was the time for a public
hearing and asked the City Attorney to conduct the hearing.
City Attorney, James Carnes, stated that this was the time
and place for a public hearing to be held concerning the
appeal of Mildred Becker, 3330 Wolfe Street, Lakewood, Calif.,
to Planning Commission Resolution Number 397 denying variance

Number V-3-70, enlarging an existing apartment unit with
substandard parking. The City Clerk stated that notices
had been posted as required by law and that no communications
for or against the matter had been received. Sven Lindstrom,
215 14th Street,.Seal'Beach spoke for granting the variance.
Mildred Becker, 3330 Wolfe Street, Lakewood, California
spoke for granting the' variance. 'M~mb~rs -'of ~'th'e Council
questioned Mrs; Beck~r'''and the c'ity' Engine'~r relati~e tb~.the
variance. There was no other communication o~ the matter.
The Mayor declared the public hearing closed,
Fuhrman moved, second by Gummere, to refer variance V-3-70

back to the Planning Commission with the recommendation that
the variance be granted.

ORAL COMMUNICATIONS
Mayor Anderson stated that this was the time for oral communications.
Milt Stein, 240 Corsair Way, Seal Beach requested information
regarding the Community Center. The City Manager staEed that
the Community Center had been open since December and that
landscaping would resume in the next week. There was no other
communioation, oral communications were closed.
PROCLAMATION

Mayor Anderson proclaimed April 4 to April 11, 1970, as
"Children's Home Society Week," as requested by the Paso
primero Auxiliary.

MARINE SANCTUARY ACT
Resolutions from the City of Oceanside and the City of Newport
Beach supporting the California Marine Sanctuary Act of 1969
was received and filed by order of the Mayor.
RESOLUTION NUMBER 1835 - GRANT OF EASEMENT
Resolution Number 1835 was presented by title, "A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF SEAL BEACH, CALIFORNIA, ACCEPTING
A GRANT OF EASEMENT FROM GENERAL TELEPHONE COMPANY OF CALIFORNIA."

2:00 p.m. March 16, 1970, and were read as follows:

Fuhrman moved, second by Hamilton, to award the bid to the
highest bidder, Frank Hale, Seal Beach Sportsfishing, in the
amount of $201.00 per month or 5% whichever is greater, authorize

bids.

AGREEMENT - COUNTY OF ORANGE - SEAL BEACH BOULEVARD

Gummere moved, second by Hamilton, to approve the agreement with
the County of Orange for improvement of portion of Seal Beach
Boulevard and authorize the Mayor to sign the agreement.

RESOLUTION - CITY OF LOS ALAMITOS - AIR STATION
The resolution from the City of Los Alamitos regardtng future
use of the Los .A,lamitos.'Naval,-Air 'Station Was, received by
Council. A report on the subject from the City Manager was
received. Hamilton moved, seco~d by Gumm~re, that. the City
Manager prepare a similar resolution with the addition that
we encourage the City of Los Alamitos include in the master
plan of the, Naval Air Station property an elementary school
site and playg~ound area.

The City Attorney stated that he was in receipt of an invitation
from the Planning Commission for members of the Council to join
them at their March IB, 1970 meeting. The City Attorney further
stated that a public hearing was in',lprocess before the Commission
waich would ultimately come before the Council at a later time
and advised members of the City Council not to attend the
meeting.
AGENDA AMENDED - AHFP REPORT
Hamilton moved, second by Gummere, to amend the Agenda to
include a report from the Arterial Highway Financing Program
Committee.

II Mr. Hamilton stated that he had attended the Arterial Highway
Finance Program Committee meeting and that the Committee had
approved the allocation of $117,400 for First Street ,program
and it would now be considered by the Orange County Board of
Supervisors. Mr. Hamilton further stated that Mr. Cook of the
AHFP had commended our City Engineering staff on their presentations.

The City Council of the City of Seal Beach, California met
in regular adjourned session at 6:00 p.m. with Mayor Anderson
presiding. The meeting'was called to order with the Pledge
of Allegiance to the Flag.

Mayor Anderson stated that this was the time for oral communications,
there being none, oral communications were closed.
Mayor Anderson requested the Deputy City Attorney James Plooster
to make avaiiliable, through the office of the City Clerk, procedures
which might be used for re-checking the absentee 'ballot vote.
ORDINANCE NUMBER 808-SPECIAL MUNICIPAL ELECTION
Ordinance Number 808 was read in its entirety to the Council
entitled "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH, CALIFORNIA, A CHARTER CITY, SUBMITTING AN ADVISORY
PROPOSITION RELATING TO A PARKS PROGRAM, PROVIDING FOR THE

SUBMISSION OF THE SAME TO THE QUALIFIED ELECTORS THEREOF
AT A SPECIAL MUNICIPAL ELECTION TO BE HEDD ON THE SECOND DAY
OF JUNE, 1970, CONSOLIDATED WITH THE STATE-WIDE GENERAL
ELECTION, AND DECLARING THIS ORDINANCE TO BE EFFECTIVE IMMEDIATELY."
