The City Council of the City of Seal Beach, California, met
in regular session at 8:00 p.m. with Mayor Anderson presiding.g
The meeting was called to order with the Pledge of Allegiance.

APPROVAL OF MINUTES
Fuhrman moved, second by Dreis, to approve the minutes of
June 1, 1970, regular meeting and June 9, 1970, regular adjourned
meeting as presented.

APPROVAL OF DE~NDS
Demands numbered 10064 through 10199 of $41,417.22 and Payroll
of June 1, 1970, of $49,369.83, total $90,787.05 as approved
by the Finance Committee were presented to Council. Fuhrman

moved, second by Gummere, that the demands be allowed and
warrants drawn on the Treasury for the same.

PUBLIC HEARING-ROSSMOOR PARK APARTMENTS
The Mayor asked the City Attorney to conduct the public hearing.
The City Attorney stated that this was the time and place for a
public hearing to be held concerning the appeal from Planning
Commission decision denying variance V-6-70 as requested by
Rossmoor Park Apartments. The City Clerk stated that notices
had been posted as required by law,anq that no communications
had been received either for or against the matter. 'Robert
Hirsch, 15233 Ventura Blvd., Sherman Oaks, spoke for granting
the appeal indicating that the additional units would be used

for guests and single occupancy, and also stated that additional
parking was available. No one spoke in opposition. Mr. Gummere
spoke for granting the appeal. There was no other communication,
the Mayor closed the public hearing.

Gummere moved, second by Hamilton, to refer the request fqr
variance of Rossmoor Park Apartments back to the Planning
Commission with the recommendation that the variance be granted.

PUBLIC HEARING-SIDEWALK REPAIR
The City Attorney conducted the public hearing concerning the
report of the Street Superintendent on cost of sidewalk repair.
Mr. Stratford, Street Superintendant, stated that notices had
been posted as required by law and that no communications had
been received on the matter. There were no other communications.
The Mayor closed the public hearing.
RESOLUTION NUMBER l858-SIDEWALK REP.AIR
Resolution Number 1858 entitled "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SEAL BEACH CONFIRMING THE SUP.ERINTENDENT OF STREETS'
REPORT OF COST FOR SIDEWALK REPAIR," was considered by Council.
Gummere moved, second by Hamilton, to adopt Resolution Number 1858.

ORAL COMMUNICATIONS
Mayor Anderson stated that this was the time for oral communications.
Mrs. Gayle Knapp, 645 Sand Piper Drive, Seal Beach, was granted
permission to speak when the agenda item concerning the Gum Grove
area park was considered by Council. Jack Klempner, 213 13th
Street, questioned various items on the agenda and was advised
as to Council procedure thereon. Kris Lindstrom, 215 14th Street,
spoke relative to his letter to the Council. There were no
other communications, oral communications were closed.
CANVASS OF VOTES-MUNICIPAL GENERAL ELECTION
Gummere moved, second by"Fuhrman, that the canvass of the votes
for the General Municipal Election be postponed to June 29, 1970,
as requested by the City Clerk in her statement.

in federal coastal waters.
4) StatedDivision of Highways regarding classification of
highway study.

COMPLAINT-AD V~LOREM TAXES
The City Attorney recommended that the complaint for. recovery of
ad valorem taxes, Atlantic Richfield, et cetera, be ref.erred to
the Orange County Counsel. Fuhrman moved, second by Gummere, to
refer the complaint to the County Counsel as recommended by the
City Attorney.

CLAIM-DOUGLAS MARTIN
The City Attorney stated that previous action had been taken by
the Council regarding the claim of. Douglas Martin and that this

matter was in the hands of the Liability Insurance Carrier.
It was the order of the Chair, with consent of Council, that
the City Clerk notify the claimant to this effect.
RIGHT OF ENTRY-DEP~RTMENT OF WATER AND PO~~R
~nderson moved, second by Gummere, to authorize acceptance of
the Right of Entry letter for roadway construction purposes
with the Department of Water and Power of. Los ~nqe1es and

authorized the City Manager to execute same.

Mayor to execute the document.

It was the order of the Chair to receive and file the notice

TRAFFIC STUDY PROPOSAL-TOPICS
