June 29, 1970
The City Council of the City of Seal Beach, California, met in
regular adjourned session with Mayor Anderson presiding. The
meeting was called to order with the Salute to the Flag.

APPROVAL OF MINUTES
Fuhrman moved, second by Hamilton, to approve the minutes of
June 22, 1970, regular adjourned meeting as presented.

APPROVAL OF DEMANDS
Demands number 10,200 through 10,311 of $131,991.41 were presented
to Council as approved by the Finance Committee. Fuhrman moved,
second by Hamilton, that the demands be allowed and warrants drawn

PUBLIC HEARING - 1970-71 BUDGET
The Mayor stated that this was the time and place for a public
hearing to be held concerning the 1970/71 Budget and asked the
City Manager to conduct the hearing. The City Clerk sta~ed that
notices had been posted as required by law and that copies of
the budget had been available for inspection th~ough her office
and the library. Gordon Shanks, 215 Surf Place, Seal Beach;
Kris Lindstrom, 215 14th Street, Seal Beach, Mrs. Adele Ownes, 401
Central Avenue, Seal Beach and Mr. Tom Brady, 1607 Electric Avenue, ~~
Seal Beach, questioned portions of the budget, the City Manager
responded to same. Mr. Fuhrman' discussed p~rtions of the hudget
with the City Manager. Morris Spatz, 287 College Park Drive,
Seal Beach, spoke relative to comparison of budgets of other

cities. There were no other communications, the Mayor declared
the public hearing closed.

RESOLUTION NUMBER l864-ADOPTION OF 1970/71 BUDGET
Resolution Number 1864 was presented to Council entitled "A
RESOLUTION OF THE CITY eOUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, ADOPTING A BUDGET FOR THE CITY OF SEAL BEACH FOR
FISCAL YEAR 1970-71."
Gummere moved, second by Dreis, to adopt Resolution Number 1864.

RESOLUTION NUMBER l865-GENERAL MUNICIPAL ELECTION
Resolution Number 1865 was presented to Council by title, "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA RECITING THE FACTS OF THE GENERAL ELECTION HELD IN
SAID CITY ON THE 2ND DAY OF JUNE, 1970, DECLARING THE RESULTS
THEREOF, AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW."
Hamilton moved, second by Gummere, to adopt Resolution Number 1865.

AGREEMENT-GHAMBER OF COMMEReE
Anderson moved, second by Fuhrman, to .approve the agreement between
the City of Seal Beach and the Seal Beach Chamber of Commerce as
presented and authorize the City Manager to execute same.

AWARD OF BID-PROJECT 327-FIRST STREET
Bids s~itted for Project 327, First Street Improvement, phase 1
were opened by the City Clerk at 2:00 p.m. June 29, 1970, as

The City Engineer's report that the low bid was a reasonalbe
bid and should be accepted was received by the Council.
Hamilton moved, second by Fuhrman, to award the bid for Project
3~7, First Street Improvement Phase 1, to Silveri & Ruiz in the
amount of $36,304.75 as bhe lowesttresponsible bidder, that all
other bids be rejected and authorrze the City Manager to execute
the contract.

SENATE BILLS 966 AND 967-0IL'LEASES
Communication from the City of Signal Hill urging support of
Senate Bills 966 and 967 was received by Council. Gummere moved
second by Hamilton, that a resoluuion be prepared supporting
Senate Bills 966 and 967.

CITY BUS SERVICE
It was the order of the Mayor to receive and file the 69
communications' from residents expressing their appreciation
for the City Bus service.
RESIGNATION-MR. HOLDEN-CIVIL SERVICE BOARD
Gummere moved, second by Hamilton, to accept the resignation of
Harold K. Holden from the Civil Service Board effective June 30,
1970, that a letter of commendation be directedtto Mr. Holden
for his years of service on the Board.

DISTRIBUTION SYSTEM IN COLLEGE PARK EAST AND WEST AREAS."

Hamilton moved, second by Anderson, to table consideration of
compensation for City Clerk to next meeting when the Attorney

Resolution Number 1868 was presented to Council by title, "A

CALIFORNIA, AUTHORIZING THE AMENDMENT OF THE EMPLOYMENT AGREE-
MEN~' BY AND BETWEEN THE CITY OF SEAL BEACH .AND ,THE ,CITY MANAGER."

The regular meeting of the City Council of the City of Seal Beach,
California, cenvened at 8:00 p.m. with Stanley G. Anderson, retiring
Mayor, leading the Salute to the Flag.
The City Clerk administered the Oaths of Office to Councilmen
Morton A. Baum, Thomas R. Hogard, and Harold K. Holden.
ORGANIZATION OF THE COUNCIL

The Clerk declared that nominations were now open for the office
of Mayor. Fuhrman moved, second by Hogard, that the nominations
be made numerically in order of the Councilmanic Districts.

Baum, Fuhrman, Gummere, Hogard, Holden
NOES:
None
Motion carried.
District One Councilman Hogard nominated Mr. Fuhrman for Mayor
with a qualifying statement. District Two Councilman Fuhrman,
District Three Councilman Baum, and District Four Councilman
Gummere passed. District Five Councilman Holden nominated Mr.
Baum for Mayor. Gummere moved, second by Holden, to close the
nominations.
