The meeting was called to order with the Salute to the Flag. ROLL CALL Present: Baum, Gummere, Holden Absent: Fuhrman, Hogard BUDGET REVIEW Discussion commenced with regard to the 1970-71 budget. The City Manager stated that all department heads were present to answer any questions of the Council. 'I Mr. Fuhrman arrived at 7:15 p.m. Mr. Holden spoke favorably of the 1970-71 budget and moved that the budget be freed from restrictions. Mr. Gummere seconded the motion. Biscussion followed. Roll call on the motion: AYES: Gummere, Holden NOES: Baurn, Fuhrman, Hogard Motion failed. Discussion regarding hiring of a Planning Aide commenced with Mr. Fuhrman making the motion to hold the hiring of a Planning Aide and not replace the I employee. The motion lost for need of a second. At 9:00 p.m. the City Clerk informed thet Council that she had deputized Mr. William B. Little for the remainder of this meeting to perform the duties of the City Clerk. Baum moved, second by Fuhrman, that the time of adjournment be set for 11:00 p.m. AYES: Baum, Fuhrman, Gummere, Hogard, Holden NOES: None Motion carried. I Further discussion on various points of the budget continued. Fuhrman moved, second by Baum, to cut the Police Department accounts *30, 40, 50, 60 and 80 by $3,600. AYES: Baum, Fuhrman, Hogard .' , ' NOES: Gummere, Holden Motion carried. Further discussion followed on budget matters with Department Heads, members of the Council, and members of the audience taking part. ADJOURNMENT Baum moved, second by Fuhrman, to adjourn to Friday, Boards and Commissions. I ROLL CALL Present: Vice Mayor Holden Councilmembers Fuhrman, Gummere, Hogard Absent: Mayor Baum The City Manager made a statement regarding an erroneous new item relating to the sewage problem,at Sunset Beach. APPROVAL OF MINUTES . . Gummere moved, second by Holden, to approve the minutes of October 5, 1970 regular meeting and October 6, 1970, adjourned meeting, as presented. AYES: Gummere,' Hogard, Holden NOES: Fuhrman Absent: Baum Motion carried; I Holden moved, second by Gurnmere, that the minutes of October 13, 1970 not be approved on the grounds that the meeting was illegal.
